أيها المؤتمرون

تحية، بعد

إسمحوا لي أولاً أن أحييكم فرداً فرداً على تكبدكم مشقات السفر، وقد أتيتم من كل حدبٍ وصوب، لنلبي جميعاً، كما دائماً، وتطوعاً، المستلزمات القانونية والتنظيمية التي تحفظ لهذه الجامعة استمراريتها، وتصون رسالتها التي حملناها من جيل إلى جيل.

واسمحوا لي في البدء أن أتوجه بالشكر باسمكم لقارة أمريكا الشمالية بشخص رئيسها خليل خوري، ونائبيه عن كندا والولاياjت المتحدة، ليلى الحاج وعمر معلوف، كما نخص بالشكر فرعي الجامعة في نيويورك ونيوجرسي والرئيسين وسام حويك ومراد كوريو، ونائب الرئيس العالمي فرانسوا أبو نعمان والأمين العام القاري فادي فرحات، وعضو المجلس العالمي باسم مدور، وكل الزميلات والزملاء الذين ساهموا في التحضير لاستقبال أعمال مؤتمرينا.

أيها المؤتمرون

نجتمع اليوم في أدق مرحلة من تاريخنا، حيث يكتسب هذا المؤتمر أهميةً تاريخيةً، لأنه سيعبر بالجامعة من مرحلةٍ إلى أخرى، أي من مرحلةِ الصمود إلى مرحلةِ المأسسة.

تحملون جميعاً، رؤساءٓ عالميين سابقين، مسؤولين عالميين سابقين وحاليين، مناضلين من أجيال مختلفة، شرف الانتماء إلى مؤسسةٍ حميتموها برموش العيون، بتضحياتكم وتعبكم، بجهدكم الدائم، وبدفاعكم المستمر عنها كمنظمةٍ عالميةٍ إغترابيةٍ مستقلةٍ غير حكوميةٍ، تسهر على مصالح المغتربين المنتشرين، وتدافع، بدون أجنداتٍ مخفية أو فئوية أو سياسيةٍ أو طائفية، عن وطننا الحبيب لبنان.

ماضينا، أيها السيدات والسادة، ناصع، ولكن إذا قعدنا، نصبح جزءاً جامداً من الماضي، والمطلوب اليوم أن نعبر إلى المستقبل، ولكن، لهذا العبور ضرورات وأصول:

 

في الضرورات

 

  • تشارف الجامعة اليوم عمراً على الستين سنة، وقد عبرت من منتصف القرن الماضي إلى اليوم بصمودها المعروف، ولقد وقفت بوجه من حاول إلغاءها والسيطرة عليها، ولن تقف هذه المحاولات اليوم، والتي يتوسلها بعض المتنفذين في لبنان، لأن الجامعة، كانت وستبقى رقماً صعباً، لسبب بسيط هو: أنها مستقلة.
  • إن وسائل الصمود تختلف عبر العقود، فما كان يصح في القرن العشرين أصبح عاجزاً عن مواكبة التطور، في عصرٍ تغيرت فيه وسائل الإعلام، وطرائق التواصل الاجتماعي، وبقدر ما أصبحت هذه الوسائل سهلةً، بقدر ما رتبت على المنظمات، خاصّةً العالمية منها كمنظمتنا، تعقيداتٍ متأتيةً من تخلف الأنظمة فيها، وعدم قدرتها على مواكبة التطور بالسرعة المطلوبة.
  • إن الجامعة تهرم، على مستوى الأفراد، ولا بد من فتح أبوابها للجاليات، وللطاقات الاغترابية، لا على طريقة بعض السياسيين الذين يحاولون توظيف هذه الطاقات في الصراعات السياسية الضيقة، بل بعصرنة المؤسسة لتصبح خزاناً بشرياً للشبيبة المؤهلة اليوم كي تحمل المشعل، فتتكيف مع العصر، وتستوعب، بطاقات أفرادها، التحولات الجديدة، فتنتقل الجامعة إلى حالةٍ شابةٍ تعيد لها الحياة، وتؤمن توثبها للمستقبل، وما يقف عثرةً في سبيل ذلك هو قصور أنظمتنا وتخلفها، وتقوقعنا، وتشبثنا بنفوذٍ شخصيٍّ أحياناً ينازل أيةٓ محاولةِ تغيير.
  • لا وجودٌ قانونيٌّ فعليٌّ للجامعة، نحن نعتمد على تسجيلاتٍ محليةٍ من هنا وهناك، وبالتالي، نعتمد على إخلاص من يحمل هذه التسجيلات، فتصوروا مؤسسةً عالميةً كالجامعة تنتظر أن يمنّٓ عليها بَعضُنَا بشرعيتها، فإن أخلصوا، كما هي الحال مع كاليفورنيا وبوسطن مثلاً، كنّا بأيدٍ أمينة، وإن لم يُخلصوا، فتحنا “دكانةً” في مكانٍ ما، تبيع هيبة الجامعة بالرخص، ولا من رادعٍ قانوني. هل يستطيع واحدٌ منا أن يقول لي: ماذا يستلم الرئيس العالمي حين ينتخب?! وأين?! إنّ جامعةً تتوسل شرعيتها من “نية” أفرادها، محكومةٌ بالصراعات الشخصية، ومن ثمّٓ وبالفشل.
  • مع تقديرنا، ومحبتنا، واحترامنا لتضحيات بعضنا البعض، لا يمكن لأيٍّ منا أن يحتكر جزءاً من السلطة، لأن هذا الاحتكار لا يمت إلى الديمقراطية بصلة، لا بل هذا تسلطٌ يسبب نفوراً على مستويين: مستوىً داخلي، حيث نضرب الممارسة الديمقراطية بالصميم، فنُبعد، ربما عن غير قصد، الطاقات الحيّة والمؤهلة عن المسؤولية، أو نُهبِّط عزائمهم في الإقدام على الترشح طالما أن النتائج معروفةٌ سلفاً. ومستوىً خارجي، حيثُ هذا الواقع، والذي أصبح معروفاً لدى الجاليات، يُغلقُ أبوابٓ الجامعةِ أمام الطاقات الجديدة التي لا ترى جدوىً من الانتساب إليها، خاصّةً الأجيال الجديدة التي تختزن طاقاتٍ هائلةً علماً وثقافةً وخبرةً.
  • نحن منظمة حكومية وNGO عضوٌ في المنظمات غير الحكومية التابعة للأمم المتحدة، هذا الوجود محصورٌ بهمة المسؤولين والمتطوعين لهذا العمل ضمن الجامعة اليوم، والشكر هنا للرئيس أنيس كرابيت وفريقه، في الوقت الذي يجب أن يكون حالةً مُعممةً على القارات والمجالس الوطنية والفروع، فلا يكفي أن نعممه من خلال شعار الجامعة الlogo فحسب، بل من خلال المهمات الوظيفية لكل مجالس وهيئات الجامعة وحتى آخر فروعها العادية والشبيبية، فنشارك مع الأمم المتحدة في الرؤية وفي تطبيقها، وفي الاستفادة من برامجها بما يخدم لبنان واللبنانيين، مقيمين ومغتربين.
  • جزءٌ أساسي من قوة استقلالية الجامعة مرهونٌ بقدرتها على تمويل ذاتها، ففي الوقت الذي اعتمدنا في السابق واليوم على هباتٍ من مسؤوليها، وهم مشكورون، ولكي لا يعتبر أحد منا، ولعله على خطأ، أن ما حصل من هبات يوظف في لعبة سيطرة، لا سمح الله، فإنّ الأطر القانونية والإدارية يجب أن تحدث تغييراتٍ جذريةً في التمويل الذاتي. هذا موضوعٌ أساس، يحصّن الجامعة، ويدعّم استقلاليتها، ويغذي نشاطاتها. تصوروا للحظة كيف أن كلود جعيتاني وفريق عمله في مجلس الشبيبة استلموا ٦٥٠ طلباً في حملة الLebolution ولَم نستطع أن نأخذ إلى لبنان سوى مئتين منهم! إن الستمئة والخمسين شاباً وشابة، لو قُيّضٓ لنا أن نأخذهم جميعهم إلى لبنان، لكانوا معظمهم اليوم أرزاتٍ مغروسةً في فروعنا وقاراتنا يعيدون الحياة إلى بعض مناطقنا المترهلة، كما عاد المئتا شاب وشابة إلى قاراتنا، خاصّةً في أوروبا، وأمريكا الشمالية، وأمريكا اللاتينية، خلايا حية تنعش نشاطات الجامعة وتدبُّ فيها الحياة.
  • إن لبنان لما يزل ينوء تحت عبء الصراع الإقليمي، وتحت الفساد المتفشي الذي ينعكس انهياراً إقتصادياً واجتماعياً على مختلف المستويات، ولما يزل الاستقرار السياسي فيه هشّاً، ولما نزل ننشد استقلالاً ناجزاً لم يتحقق حتى اليوم، وكما كانت الجامعة درعاً إغترابياً مستقلاً، يجب أن تبقى ضرورةً، فبقدر ما نزيد من فاعليتها تنظيماً وحضوراً، بقدر ما نستطيع أن نكمل بدورها الرائد في الإشارة إلى الخلل ورفضه، وفي الدفاع عن حرية لبنان واستقلاله وسيادته.

 

في الأصول

 

  • إيماننا بدور هذه الجامعة يجمعنا، ومحبتنا لها تصهرنا، وتضحياتنا في سبيلها ترسم لنا سواء السبيل.
  • ولكن الإيمان، والمحبة، والتضحيات، لا تكفي في عصر العولمة، بل مأسسة الجامعة هي الحاجة، والحل، والطلب الرئيس والأوحد اليوم هو التغيير، التغيير في النصوص، التغيير في الممارسة الديمقراطية، التغيير في الانفتاح على الجاليات التي منها الجامعة انطلقت، ومنها تستمد قوتها، ولها وللبنان تستمر، وها قد حانت ساعة الحقيقة، هي بين أيديكم أمانةٌ للأجيال الجديدة في الجامعة، وما تصويتنا على القانون الجديد إلا خطوة في مسيرة الألف ميل.

أيها المؤتمرون

حين وقفت في تورونتو أنظر إلى الرئيس العالمي أليخوندرو خوري، ورئيس لجنة القانون المحامي ستيڤن ستانتن، وقد انتابهما الحزن، لأننا لم نستطع أن نستكمل التصويت على القانون الجديد، أيقنت أن مهمتي ستكون صعبةً، لأنني وُضعتُ بين قانونٍ قديمٍ ميت، وقانونٍ جديدٍ لم يكتملْ بعد، ولكني صممت على استكمال هذا القانون حتى النهاية.

وصدقوني، لم يكن هذا ليكون سهلاً لو لم يقف الأمين العام وسام قزي معي صلباً، منذ البداية، مؤمناً بالتغيير، ثابتاً في المواقف، متحملاً حملاتٍ عديدةً من الاتهامات الواهية، ولو لم يفقد ستيڤن ستانتن الأمل، فآمن أولاً أننا، كإدارة، لن نخذله ونخذل الجامعة، وها هو بيننا اليوم، نسرق من وقته الثمين، كي نستكمل الموافقة على القانون الجديد، والذي، بفخر، دعوني أسميه “قانون ستيڤن ستانتن”، هذا القادم من أستراليا من جيل المتحدرين الأوائل، لينضم للمتحدرين القادمين من أمريكا اللاتينية، قلب الجامعة النابض، وللمنتشرين من أقصى الشرق إلى أقصى الغرب، لنرسمٓ سويّةً للاغتراب عهداً جديداً.

عزيزاتي، أعزائي

ليس في نيتنا أن نزيلٓ أحداً، بل أن نتنازلٓ جميعاً من أجل الجامعة.

أتمنى من الجميع، وللجميع، نقاشاتٍ هادفةً تنقل الجامعة إلى المأسسة، فإلى المعاصرة.

Speech of World President Elias Kassab To the World Exceptional Conference

Greetings
Allow me first to greet you, one by one, for the stressful journey that you have undertaken from every corner of the world to be here. We have answered the call, as always, voluntarily, to meet our legal and organizational obligations to maintain the continuity of this Union, and to safeguard its message through generations.

Allow me first to thank, in your name, North America continent President Kahlil Curi, and his Vice Presidents for Canada and the US, Leila El-Haj and Omar Maalouf. We also thank the WLCU branches in New York and New Jersey and their Presidents Wissam Hoyek and Mourad Cario, World Vice President Francois Naaman, North America Secretary General Fadi Farhat, member of the WLCU World Body, Bassem Medawar, and all our colleagues who contributed to the preparations of our conferences.

Conferees,
We meet today at a most critical time in our history. This conference is of great historical importance as it will allow us to pass from one period to another. We will pass from the period of steadfastness to the period of institutionalization.

All of you, former world presidents, former and present world officials, fighters of all generations, you all carry the honor of belonging to an organization that you have protected with your eyelashes, with your sacrifices and efforts, with your constant effort, with your never-ending defense of the organization as a world class organization for the immigrants, independent, and non-governmental. Yours is an organization that never wavers in the defense of the interests of the widely dispersed immigrants, an organization that fights, for our beloved nation of Lebanon, without hidden motives, groups motives, political motives, or sectarian motives.

Ladies and gentlemen, our past is clear. However, if we sit and relax, we become a static part of the past. What’s required today is to cross to the future, however such a crossing has both necessities and methods.

Through Necessities

  • Our union is nearly 60 years old. It traversed from the middle of the last century to today with its well- known steadfastness. Our union defied those who attempted to abolish it or control it. These attempts won’t end today. They are attempts by some people of influence in Lebanon. Our union was and will remain a difficult number for a very simple reason: it is independent.
  • The methods of resistance have changed over time. What worked in the twentieth century became woefully inadequate in the modern times. In an age of rapid media change and social interconnectedness, as these connectivity methods became pervasive, organizations, especially global ones such as ours, are unable to cope rapidly with the pace of change.
  • Our union is getting old at the level of its constituent members. It is therefore critical that it opens its doors to the Diaspora and its energies, not narrowly as some politicians would have it in the service of political feuds, rather by modernizing the institution and utilizing its deep reservoir of qualified youth. These youths will carry the torch forward, adapting to modernity, and absorbing with the energy of its constituents the shock of modern changes. Our union will be reborn in a youthful state. It will return life to our institution and pledge itself to the future. The only obstacle to this youthful transformation is our retarded system. We are cocooned in a shell. We hang on to a sliver of personal influence and refuse to yield to any attempt at modernization.
  • The union has no real and legal status. We rely on locally incorporated entities here and there. Therefore, we are wholly dependent on the faith of those who carry these local legal registrations. Imagine, if you will, a global organization that seeks charity to assert its legitimacy. If they are faithful, as is the case of California and Boston, then we are in good hands. If on the other hand they are not faithful, we would have allowed a local shop to open trafficking the prestige of the union cheaply without any legal restraints. Can anyone tell me: what authority is transferred to the World President upon his ascension? Where? Our union seeks its legitimacy purely through the intentions of its constituents, subjugated to personal feuds and doomed to fail.
  • Notwithstanding our affection and appreciation for the sacrifices of some of us, none of us are entitled to monopolize any part of authority. Monopoly of power is not democratic. Rather, this hegemony results in a rejection at two levels:
    • There is an internal level that strikes at the heart of democratic practice and pushes away from position of responsibility, perhaps unintentionally, live and qualified energies. We break their spirit and discourage them from becoming candidates to offices as election results would be known a priori.
    • There is an external level whereby this status quo, known to the Diaspora, closes the Union’s door in the face of new energies that see no value in joining this Union. That is especially true since the newer generations, armed with massive reservoirs of energy, have the knowledge, culture and experience.
  • We are a non-governmental organization (NGO). We are members non-governmental organizations that are part of the United Nations. This presence within the Union is due to efforts of people in position of responsibility and volunteers. I wish to take a moment to thank former President Garabet and his team. At a time when this ought to be a common practice in all the national councils and chapters, it is inadequate to merely display the union’s logo but to work through councils, their committees, their chapters and the Youth chapters within. We would then embrace the UN vision and practice and benefit from its programs at the service of Lebanon and the Lebanese, residents and immigrants.
  • A major part of the independent strength of the Union is tied to its ability to self-finance. In the past we relied on donations from Union officials and that is very much thanked and appreciated. Perhaps there may be a misunderstanding that donations are put to use in a game of control, God forbid. The legal and administrative framework needs to be create a radical shift in self-financing. This is a keystone that fortifies the Union and strengthens its independence and feeds its activities. Consider for a second the
  • fact that Claude Geaitani and his work team in the Youth Council, received 650 applications for the Lebolution campaign. They were only able to select 200! Had we been able to take all the 650 youths to Lebanon they would have become cedars planted in our chapters, rejuvenating some of our dying regions. Such has happened to the hundreds of youths who have returned to our continents, especially Europe, North America, and Latin America. They became living engines that brought a new life and new energy.
  • Lebanon remains hostage to regional struggles. It remains subject to a widespread corruption that results in a social and economic collapse on all levels. Political stability remains fragile. When we go there we preach complete independence that is not yet achieved. As our union is an independent immigrant shield, it must remain by necessity, as strong as we can make it. We must increase its organizational capabilities and abilities through participation. We will then be able to complete its leading role by pointing to the defects and rejecting them, and by defending Lebanon’s liberty, its independence and sovereignty.

Through Methods

  • Our faith in the role of the Union bring us together. Our affection binds us. Our sacrifices chart the way forward.
  • However, our faith, affection, and sacrifices are not enough in an age of globalization. Rather, institutionalizing the union is our direst need and the solution. Our principal request today is change. We need to change the legal texts. We need to change the democratic practice. We need to open up on members of the Diaspora from whereupon our union was born from whence it feeds its strength and for it, and for Lebanon, continues. The moment of truth is upon us. It is now in your hands a trust for future generations of our Union. Voting on a new law is nothing but a first step in a thousand-mile journey.

Conferees,

When I stood up in Toronto, I gazed at President Alejandro Khoury, and president of the Legal Committee, Stephen Stanton Esquire. They looked sad because were not able to complete the voting process on a new constitution. I realized then that I will be facing a difficult challenge. I found myself stranded between a dead constitution and an incomplete one. I resolved then to complete the journey to a constitution to the very end.

Believe me, this was would not have been an easy journey had World Secretary General Wissam Azzi not stood with me from the beginning, believing ibn change, steadfast in his positions, suffering under campaigns of false accusations. Stephen Stanton never lost the hope that we, first, as an organization would not let him and the union down. He is with us today. We are stealing his valuable time to complete the vote on the new constitution. It is, and I say with pride, “Stephen Stanton Constitution”. He, hailing from Australia, descends from first ancestor immigrants. He joins immigrants from Latin America, the beating heart of the WLCU. He joins immigrants from the full spectrum, extreme east to extreme west, to draw a new future for our immigrants’ community.

It is not our intention to remove anyone. Rather we all give up our rights for the Union.
I wish that everyone and for the benefit of everyone, calm discussions to move the Union towards institutionalization and then to modernity.
