A delegation from the World Lebanese Cultural Union in the world (WLCU) headed by World President Elias Kassab met with officials of the Middle East and West Asia office at the United Nations in New York on Friday, 6 April 2018, on the axis of Syrian refugees in Lebanon and the role of the WLCU in contributing to dealing with the Syrian refugees crisis and their return to their country. The meeting was presided over by Yohan Yurmas, Head of Political Affairs of the Middle East and West Africa division in the DPA and policy officials from the UN High Commissioner for Refugees (UNHCR)

The delegation included World President Elias Kassab, World Secretary General Wissam Azzi, Former World President Alejandro Khoury, North American Continental President Khalil Khoury, World Vice President for Australia and the League’s Delegate for NGOs Stephen Stanton and the WLCU’s Delegates in NGOs Roger Hani, Dr. Christiane Saliba, Sayed Chidiac, Samir Rashed, Edmond Abdul Massih, Rita Houkayem.

This meeting comes in the context of the ongoing meetings of the WLCU on the axis of the displaced people in Lebanon in September 2016 and in November 2017. It focused on Lebanon, the host who became hostage to the Syrian exodus, and the inability of Lebanon to bear the burdens of displacement and resettlement.

Stanton presented his report on the consequences of Lebanon’s receiving of the Syrian displaced people, which is now 35% of the Lebanese population. It is under economic, social and living burdens that threaten stability and predicts an impending collapse if the United Nations does not address the issue and supports the return of displaced persons to other countries and secures a decent livelihood for them. The Stanton report touched on the reality of the UN budget cuts and called for activating development projects in Lebanon as outlined in the UN’s 2017-2020 strategy to cover the negative economic and social consequences of the presence of displaced persons in Lebanon. He also noted the interest of the Lebanese deployment wherever it is and its readiness to support the United Nations in solving solutions in their host countries. During the discussion, the attendees, especially the president of the WLCU, Elias Kassab, discussed the support in the host countries to facilitate the arrival of the displaced people and contribute to these policies, which may lighten the burden of displacement in Lebanon, noting that the Lebanese expansion as well as residents of different confessions and affiliations reject any settlement that violates confession distribution in Lebanon. In addition to the focus in the discussion on the possibility of creating safe spaces inside Syria.

In this context, Dr. Saliba addressed the danger of following the concept of social integration of the displaced in Lebanon as in Western countries. This concept cannot be applied in Lebanon because it will be translated to resettlement. This does not prevent it from empowering displaced people, strengthening their capacity for non-violent education, the right to education for children and facilitating return projects. The psychological and social danger of the displaced Syrian people in Lebanon in the long term is not reassuring. We are witnessing a rise in the unemployment rate among the Lebanese, unfair competition with the Syrian refugees, a rise in crime among the displaced, a difference in culture and customs between the displaced and the Lebanese in addition to social problems as childhood protection, early marriages, large and polygamous families in a context of extreme poverty, and other health problems and infectious diseases.

UN officials Show the difficulties in financing the needs of displaced people. The budget did not exceed 10% in March 2018 of the approved budget. There is a clear funding problem and a change in the policies of the funding countries. They reaffirmed the support of the United Nations for the confessional reality of Lebanon and taking into consideration what was brought up by WLCU. They have shown a clear cooperation with the WLCU members in Lebanon and in the expansion countries to promote finding suitable solutions for the Syrian displacement in Lebanon and to support Lebanon in hosting the Syrian displaced.

بيان عن اجتماع الجامعة اللبنانية الثقافية في الامم المتحدة للمساهمة في عودة النازحين السوريين الى بلادهم

اجتمع وفد من الجامعة اللبنانية الثقافية في العالم برئاسة الرئيس العالمي الياس كساب مع مسؤولي مكتب الشرق الاوسط وغرب آسيا في الامم المتحدة في نيويورك الجمعة 6 نيسان 2018 حول محور النازحين السوريين في لبنان ودور الجامعة اللبنانية الثقافية في العالم في المساهمة في معالجة الازمة وفي عودة النازحين الى بلادهم.   وقد ترأس الاجتماع يوهنا يورماس رئيس الشؤون السياسية في المكتب المذكور ومسؤولين عن السياسات من المفوضية السامية للأمم المتحدة لشؤون اللاجئين UNHCR ،

ضمّ الوفد الرئيس العالمي الياس كساب والامين العام العالمي وسام قزي، الرئيس العالمي  السابق اليخادرو خوري، الرئيس القاري لاميركا الشمالية خليل خوري، نائب الرئيس العالمي عن استراليا ومندوب الجامعة لمنظمات الغير الحكومية المحامي ستيفن ستانتن ومندوبو الجامعة في المنظمات الحكومية روجيه هاني، د. كريستيان صليبا، سيد شدياق، سمير راشد، ادمون عبد المسيح، ريتا حكيّم. 

ويأتي هذا الاجتماع في سياق الاجتماعات المستمرة للجامعة اللبنانية الثقافية في العالم حول محور النازحين في لبنان ، في ايلول 2016 وفي تشرين الثاني 2017.والتي تمحورت حول لبنان المضيف الذي اضحى رهينة النزوح السوري، وعدم امكانية لبنان تحمّل اعباء النزوح فيه ولا توطينهم فيه.

وقد عرض ستانتون تقريره حول نتائج استقبال لبنان للنازحين السوريين والذي بات يبلغ عددهم 35% من مجمل الشعب اللبناني، فهو يرزح تحت اثقال اقتصادية واجتماعية ومعيشية تهدّد الاستقرار وتنبىء بانهيار وشيك اذا لم تعالج الامم المتحدة الموضوع وتدعم عودة النازحين اوانتقالهم الى بلاد اخرى لتأمين العيش الكريم للنازح السوري. تطرق تقرير ستانتون الى واقع انخفاض ميزانية الامم المتحدة في هذا الخصوص ودعا الى تفعيل مشاريع التنمية في لبنان كما تشير اليها استراتيجية 2017-2020 للامم المتحدة لتغطية النتائج السلبية اقتصاديا واجتماعيا لوجود النازحين في لبنان. كما نوّه باهتمام الانتشار اللبناني اينما كان واستعداده لدعم الامم في الحلول في بلدانه المضيفة. وخلال النقاش، تطرق الحضورولا سيّما الرئيس العالمي للجامعة لما يجري من دعم في البلدان المضيفة لتسهيل وصول النازحين اليها والمساهمة في هذه السياسات التي قد تخفف من عبء النزوح في لبنان علما بان الانتشار كالمقيمين من مختلف الطوائف والانتماءات يرفضون اي توطين يُخلّ بالتوزيع الطائفي في لبنان.كما رُكّز على امكانية خلق مساحات آمنة داخل سوريا.

ومن هنا تطرقت د. صليبا الى التنبيه من خطورة اتباع مفهوم الاندماج الاجتماعي للنازحين في لبنان كما في بلاد الغرب فان هذا المفهوم لا يُطبّق في لبنان لانه يُترجم بالتوطين. ذلك لا يمنع من ان يُعمل على تمكين النازحين وتعزيز قدراتهم في التربية بلا عنف وبحق التعليم للاولاد وبتسهيل مشاريع العودة. ان الخطر النفسي الاجتماعي والثقافي  للنازحين في لبنان على المدى الطويل ليس مطمئنا، اننا نشهد حاليا ارتفاع في نسبة البطالة بين اللبنانيين، والمنافسة غير العادلة مع النازحين السوريين، ارتفاع في نسبة الاجرام عند النازحين ، تفاوت في الثقافة والعادات بين النازحين واللبنانيين مع كل ما يتأتى منه من مشاكل حماية الطفولة والزيجات المبكرة وتعدد الاولاد والنساء في واقع فقر مدقع، وغيره من مشاكل صحية وامراض معدية.

عرض مسؤولو الامم المتحدة المصاعب التي تعترض تمويل حاجات النازحين فان الميزانية لم تتخطى 10% في شهر آذار 2018 من الميزانية المصدق عليها. هناك مشكلة تمويل واضحة وتغيير في سياسات الدول المموّلة. واكدوا دعم الامم لواقع لبنان في خصوصيته الطائفية واخذهم بعين الاعتبار ما طرح من قبل الجامعة اللبنانية الثقافية. ابدوا تعاونا واضحا للتنسيق مع الاعضاء في لبنان وبلاد الانتشار لتعزيز ايجاد الحلول المناسبة للنزوح السوري في لبنان ولدعم لبنان في استضافته للنازحين.
