A delegation from the World Lebanese Cultural Union in the world (WLCU) headed by World President Elias Kassab met with officials of the Middle East and West Asia office at the United Nations in New York on Friday, 6 April 2018, on the axis of Syrian refugees in Lebanon and the role of the WLCU in contributing to dealing with the Syrian refugees crisis and their return to their country. The meeting was presided over by Yohan Yurmas, Head of Political Affairs of the Middle East and West Africa division in the DPA and policy officials from the UN High Commissioner for Refugees (UNHCR)\"\"<\/p>\n

The delegation included World President Elias Kassab, World Secretary General Wissam Azzi, Former World President Alejandro Khoury, North American Continental President Khalil Khoury, World Vice President for Australia and the League’s Delegate for NGOs Stephen Stanton and the WLCU’s Delegates in NGOs Roger Hani, Dr. Christiane Saliba, Sayed Chidiac, Samir Rashed, Edmond Abdul Massih, Rita Houkayem.\"\"<\/p>\n

This meeting comes in the context of the ongoing meetings of the WLCU on the axis of the displaced people in Lebanon in September 2016 and in November 2017. It focused on Lebanon, the host who became hostage to the Syrian exodus, and the inability of Lebanon to bear the burdens of displacement and resettlement.<\/p>\n

\"\"Stanton presented his report on the consequences of Lebanon’s receiving of the Syrian displaced people, which is now 35% of the Lebanese population. It is under economic, social and living burdens that threaten stability and predicts an impending collapse if the United Nations does not address the issue and supports the return of displaced persons to other countries and secures a decent livelihood for them. The Stanton report touched on the reality of the UN budget cuts and called for activating development projects in Lebanon as outlined in the UN’s 2017-2020 strategy to cover the negative economic and social consequences of the presence of displaced persons in Lebanon. He also noted the interest of the Lebanese deployment wherever it is and its readiness to support the United Nations in solving solutions in their host countries. During the discussion, the attendees, especially the president of the WLCU, Elias Kassab, discussed the support in the host countries to facilitate the arrival of the displaced people and contribute to these policies, which may lighten the burden of displacement in Lebanon, noting that the Lebanese expansion as well as residents of different confessions and affiliations reject any settlement that violates confession distribution in Lebanon. In addition to the focus in the discussion on the possibility of creating safe spaces inside Syria.<\/p>\n

In this context, Dr. Saliba addressed the danger of following the concept of social integration of the displaced in Lebanon as in Western countries. This concept cannot be applied in Lebanon because it will be translated to resettlement. This does not prevent it from empowering displaced people, strengthening their capacity for non-violent education, the right to education for children and facilitating return projects. The psychological and social danger of the displaced Syrian people in Lebanon in the long term is not reassuring. We are witnessing a rise in the unemployment rate among the Lebanese, unfair competition with the Syrian refugees, a rise in crime among the displaced, a difference in culture and customs between the displaced and the Lebanese in addition to social problems as childhood protection, early marriages, large and polygamous families in a context of extreme poverty, and other health problems and infectious diseases.<\/p>\n

UN officials Show the difficulties in financing the needs of displaced people. The budget did not exceed 10% in March 2018 of the approved budget. There is a clear funding problem and a change in the policies of the funding countries. They reaffirmed the support of the United Nations for the confessional reality of Lebanon and taking into consideration what was brought up by WLCU. They have shown a clear cooperation with the WLCU members in Lebanon and in the expansion countries to promote finding suitable solutions for the Syrian displacement in Lebanon and to support Lebanon in hosting the Syrian displaced.<\/p>\n
