UNITED NATIONS MISSION FOR LEBANON (UNSCOL), WHO PARTICIPATED IN A VIRTUAL MEETING FROM THEIR OFFICES IN BEIRUT.&nbsp; IN ADDITION TO THE UNSCOL REPRESENTATIVES THE WLCU MET WITH OFFICIALS FROM THE EUROPEAN UNION (EU) AND THE WORLD BANK (WB).&nbsp; THE WLCU WILL HAVE FURTHER MEETINGS WITH THE HUMAN RIGHTS COMMISSION (HRC) SITUATE IN GENEVA AND THE INTERNATIONAL ORGANISATION PEACE AND SECURITY WORKING GROUP SITUATE IN NEW YORK<\/strong><\/p>\n<p>In keeping with the current developments within Lebanon the WLCU, as an NGO accredited at the United Nations, together with its collaborative partners as allied Lebanese NGOs participated in a high-level delegation from the WLCU chaired by its World President, Mr Stephen Stanton.&nbsp; The WLCU held a virtual meeting with the delegation from UNSCOL which was headed by the Deputy Director, Madame Najat Rochdi (Deputy Special Co-ordinator for Lebanon, United Nations Resident and Humanitarian Co-ordination).<\/p>\n<p>The virtual meeting occurred with Mme Rochdi on 5 January 2021.<\/p>\n<p>The further virtual meeting undertaken with representatives from the EU and the World Bank took place on 27 January 2021.&nbsp; The WLCU and its delegation met with Ms Mouna Couzi, Country Operations Officer \u2013 Lebanon (World Bank) and Mr Rein Nieland \u2013 Head of Section, Lebanon (European Commission).<\/p>\n<p>The additional meetings with the Human Rights Commission in Geneva and the Commission for Peace and Security related to the International Organisation (New York) will be held in the forthcoming days.<\/p>\n<p>The catalyst for the meetings is underpinned by the concern that the WLCU and its collaborative partners, as responsible NGOs, hold with respect to the basic principles that have governed and more importantly motivated the WLCU as an NGO on and from the beginning of the popular Revolution of 17 October 2019.\\<\/p>\n<p>The WLCU acts upon what it perceives to be the principles that are to be applied without fear or favour as unbiased and open statements that are devoid of political affiliation and\/or support and are dedicated to Lebanon and the interests of all Lebanese regardless of faith and\/or political affiliation.<\/p>\n<p>The WLCU has expressed and will continue to express in all of its activities and meetings with its counterpart Lebanese NGOs and the international organisations that it is privileged to be able to interact with, that:<\/p>\n<ol>\n<li>The WLCU considers that the corrupt ruling system presently in power in Lebanon and continuing to purport to govern and compete within the political system is anathema to democracy.The WLCU charges and the fact is that the distribution of the wealth within Lebanon has involved theft and the destruction, in turn, as a result of that theft on a grand scale of the State\u2019s infrastructure and the fundamental foundations for a free, open and just society.&nbsp; The bold and rampant corruption undertaken by the government and those responsible within the government has led to the collapse of the economy, the banking and financial sectors and has adversely and seriously affected the health, education and tourism sectors to the point where they are unable to operate and compete in the provision of services.The endemic and systemic corruption undertaken at the behest of the State has turned Lebanon into a system of a political elite in which those who are feted to share in the political cartel have effectively handed over the country and its sovereign status to the menacing presence of a private militia, which undertakes the regional decisions and more importantly purports to dictate Lebanon\u2019s foreign policy on account of its ability to hold and be armed as a militia.&nbsp; It has rendered Lebanon nothing less than a political card able to be manipulated by regional as well as international powers.<\/li>\n<li>The WLCU considers that the Lebanese have effectively and fully lost their rights, which include:\n<ul>\n<li>the right to security;<\/li>\n<li>the right to education, health and he basic necessities of life;<\/li>\n<li>the right to earn and engage in a standard of living that has been demeaned and depreciated to the point where they have been reduced to a poverty level of 45% of the nation and its populace.It is an unashamed disgrace and a deplorable state of events that has rendered Lebanon economically emasculated and its citizens robbed of the dignity that the Constitution had provided to them as citizens in what was once a free and democratic republic.<\/li>\n<\/ul>\n<\/li>\n<li>The WLCU considers that the ruling system is not the only party responsible for what has happened to Lebanon and the Lebanese.The WLCU sees that there is a degree of culpability attributable to the apathy of the international community in the responsibility for failing to implement UN Resolutions of and concerning Lebanon and in turn Lebanon has become a satrapy of Iran, enabling Iran to use Lebanon as an arsenal.&nbsp; In short, Lebanon is at the control and whim of the Iranian presence from Tehran and is robbed of its ability to act as a sovereign nation with respect to decisions concerning war and peace to the point where it has been exploited and has been besieged by the corruption that has been enforced within Lebanon and undertaken to implement the agenda of Tehran with the avowed purpose to lead to the collapse of Lebanon as a sovereign state.<\/li>\n<li>The WLCU considers that the Lebanese people who are responsible for the theft of the revenue paid by the Lebanese taxpayers and who were elected to engage in free, open and fair democratic government but have failed to do so and in fact have defaulted on their obligations are, as their delinquency deserves, required to be held accountable.<\/li>\n<li>The hope of the WLCU is that the forthcoming elections will resolve in the will of the people prevailing and removing the incumbent government.<\/li>\n<li>The WLCU further considers that institutions such as the World Bank, donations by way of grants from sovereign states, the presence of the Arab States as benefactors, together with the European Union and other international bodies, have sadly and regrettably not undertaken, as was their due responsibility, the overseeing of the fiduciary obligations that were incumbent upon them to ensure that the Lebanese government faithfully and felicitously fulfilled the duties required to be undertaken by the moneys donated and\/or borrowed.The defalcation of the funds together with the delinquency in terms of the repayment of those obligations resulting in Lebanon\u2019s default in 2020 for the first time in its history have rendered an immeasurable amount of suffering to the Lebanese populace who remain liable for repayment of those funds.<\/li>\n<li>It is a matter of record that over the last thirty (30) years these donations and funds have been funnelled into what is effectively a corrupt system and continues until this day.As an example, the recently advanced loan of $249 million which was to assist the needy and in respect of which access was to enable the beneficiaries to be aided as a result of the severe economic conditions in force is questioned as to whether the funding has been utilised by those for whom it was concerned.<\/li>\n<li>If these states and institutions decide to resolve to retrieve their funds and seek to have recourse for the payment, bearing in mind the default that has occurred, it is hoped that they will, as a preliminary matter, move for a UN Resolution by enlisting the domestic governments as member states of the United Nations General Assembly to implement the International Anti-Corruption Treaty to recover the stolen moneys.Lebanon became a signatory to the Treaty in 2008.<\/li>\n<li>The WLCU further considers that despite there being some flaws, insofar as no institution is incapable of sustaining a fallibility with respect to their operation, there are only two (2) institutions that remain unbreakable, in terms of their resolve and their confidence to administer justice and uphold the constitution with respect to the Lebanese populace; they are the Army and the Judiciary.<\/li>\n<li>The WLCU resolves and makes this public statement that:\n<ul>\n<li>The Lebanese Army is the institution that continues to enjoy the confidence of the Lebanese within Lebanon and the Diaspora.It and it alone is the solid and sole foundation for the restoration of national sovereignty and security.&nbsp; The WLCU condemns the attempts of the corrupt regime and their armed factions within their political elite who have sought to undermine the Lebanese Army.&nbsp; We call upon the leadership of the Lebanese Army, which we both admire and respect, to strike as and when required at any attempt to disrupt and destroy the sovereignty of the Lebanese populace and further that the Lebanese Army will ensure that it is immune to and repudiates any attempt to engage in political interference by way of appointments and\/or influence.&nbsp; It is hoped that the Lebanese Army will, when called upon, protect and uphold the rule of law and resist any manipulation.<\/li>\n<li>The Lebanese Judiciary, as is the Army, is the other sole remaining entity that is, as an institution, one that encourages confidence in the upholding of the rule of law and more importantly the observance of the Constitution.True it is that there are corrupt judges and that their loyalty is compromised insofar as they are in the pocket of the regime.&nbsp; Nevertheless it is the firm belief of the WLCU that the hope for justice will continue to prevail and be upheld by the Judiciary and the Lebanese Army as the State\u2019s Security Force to protect the independence of the Judiciary.<\/li>\n<\/ul>\n<\/li>\n<li>The WLCU calls upon the International Community to monitor the various investigations brought before it, to engage, assist and partner with it and ensure an international coverage is given to enable the judges to be supported and aided where necessary to enquire into and resolve and bring to justice for the benefit of the Lebanese people who are the victims of the corrupt officials who have oppressed and literally looted the coffers of the State.<\/li>\n<li>In no small measure, predicated upon and more particularly as a result of the pressures exerted upon forensic investigators with respect to what is referred to as the crime of the century, i.e. the explosion at the Port of Beirut, the WLCU continues to bring to bear pressure on the International Community to ensure protection for the Lebanese Judiciary.It hopes that the investigation of the explosion will reveal precisely not only what was the cause but who were the perpetrators of this unimaginable disaster that has added further to the Lebanese population in terms of their suffering.<\/li>\n<li>It is confidently asserted that the Port explosion within Beirut was a collaboration of other states and their local agents resident within Lebanon, all of whom are and should be held accountable for the compensation to the families of the victims and the martyrs, together with the wounded.The compensation should be applied equally and fairly and further result in the reconstruction of Beirut.&nbsp; The restoration of Beirut and its Port is, we believe, a local and international responsibility.<\/li>\n<li>The World Lebanese Cultural Union is effectively concerned at the isolation of Lebanon by international bodies and states, which has enable the fostering of the corrupt system within the political cartel that is representative of Lebanon.There is a distinct stalemate in terms of diplomacy resulting from the inactivity of a large number of politically appointed ambassadors and consuls, who represent their leaders rather than the homeland.&nbsp; In short, the Lebanese diplomatic corps is regrettably not accurately reflective of the foreign policy of a free, open and fair Lebanon.<\/li>\n<li>In concluding the WLCU pledges to remain the voice of conscience among the ex-patriots within the Diaspora and will, as and where necessary, approach and participate in international forums and assist in promoting policies and programs for intervention and assistance within Lebanon and will urgently co-opt and lobby the Member States of the United Nations General Assembly for the restoration of law and order to La corruption audacieuse et end\u00e9mique entreprise par le gouvernement et les responsables au sein du gouvernement a entra\u00een\u00e9 l\u2019effondrement de l\u2019\u00e9conomie, des secteurs bancaire et financier et a nui et gravement aux secteurs de la sant\u00e9, de l\u2019\u00e9ducation et du tourisme au point qu\u2019ils ne sont pas en mesure d\u2019op\u00e9rer et de soutenir la concurrence dans la prestation de services.<br \/>\nLa corruption end\u00e9mique et syst\u00e9mique entreprise \u00e0 la demande de l\u2019\u00c9tat a fait du Liban un syst\u00e8me d\u2019\u00e9lite politique dans lequel ceux qui sont cens\u00e9s participer au cartel politique ont effectivement remis le pays et son statut souverain \u00e0 la pr\u00e9sence mena\u00e7ante d\u2019une milice priv\u00e9e, qui entreprend les d\u00e9cisions r\u00e9gionales et, plus important encore, pr\u00e9tend dicter la politique \u00e9trang\u00e8re du Liban en raison de sa capacit\u00e9 \u00e0 tenir et \u00e0 \u00eatre arm\u00e9 en tant que milice. Il a fait du Liban rien de moins qu\u2019une carte politique capable d\u2019\u00eatre manipul\u00e9e par les puissances r\u00e9gionales et internationales.<\/li>\n<li>L\u2019ULCM consid\u00e8re que les Libanais ont effectivement et pleinement perdu leurs droits, notamment :\n<ul>\n<li>Le droit \u00e0 la s\u00e9curit\u00e9,<\/li>\n<li>Le droit \u00e0 l\u2019\u00e9ducation, \u00e0 la sant\u00e9 et aux n\u00e9cessit\u00e9s de base de la vie.<\/li>\n<li>Le droit de gagner et de s\u2019engager dans un niveau de vie qui a \u00e9t\u00e9 avili et amorti au point o\u00f9 ils ont \u00e9t\u00e9 r\u00e9duits \u00e0 un niveau de pauvret\u00e9 de 45% de la nation et de sa population. C\u2019est une honte sans honte et un \u00e9tat d\u00e9plorable d\u2019\u00e9v\u00e9nements qui ont rendu le Liban \u00e9conomiquement \u00e9mascul\u00e9 et ses citoyens priv\u00e9s de la dignit\u00e9 que la Constitution leur avait accord\u00e9e en tant que citoyens dans ce qui \u00e9tait autrefois une r\u00e9publique libre et d\u00e9mocratique.<\/li>\n<\/ul>\n<\/li>\n<li>L\u2019Union consid\u00e8re que le syst\u00e8me au pouvoir n\u2019est pas le seul parti responsable de ce qui est arriv\u00e9 au Liban et aux Libanais, constate qu\u2019il y a un certain degr\u00e9 de culpabilit\u00e9 attribuable \u00e0 l\u2019apathie de la communaut\u00e9 internationale dans la responsabilit\u00e9 de ne pas mettre en \u0153uvre les r\u00e9solutions de l\u2019ONU sur et concernant le Liban et, \u00e0 son tour, le Liban est devenu un satrape de l\u2019Iran, permettant \u00e0 l\u2019Iran d\u2019utiliser le Liban comme un arsenal. En bref, le Liban est sous le contr\u00f4le et le caprice de la pr\u00e9sence iranienne de T\u00e9h\u00e9ran et est priv\u00e9 de sa capacit\u00e9 \u00e0 agir en tant que Nation Souveraine en ce qui concerne les d\u00e9cisions concernant la guerre et la paix au point o\u00f9 il a \u00e9t\u00e9 exploit\u00e9 et a \u00e9t\u00e9 assi\u00e9g\u00e9 par la corruption qui a \u00e9t\u00e9 appliqu\u00e9e au Liban et entrepris de mettre en \u0153uvre l\u2019ordre du jour de T\u00e9h\u00e9ran dans le but avou\u00e9 de conduire \u00e0 l\u2019effondrement du Liban en tant qu\u2019\u00c9tat souverain.<\/li>\n<li>La ULCM consid\u00e8re que le peuple libanais est aussi responsable que les dirigeants du vol des recettes pay\u00e9es par les contribuables libanais et ces dirigeants qui ont \u00e9t\u00e9 \u00e9lus pour s\u2019engager dans un gouvernement d\u00e9mocratique libre, ouvert et \u00e9quitable mais qui ne l\u2019a pas fait et qui, en fait, a manqu\u00e9 \u00e0 ses obligations est, comme sa d\u00e9linquance le m\u00e9rite, tenus responsables.<\/li>\n<li>L\u2019ULCM esp\u00e8re que les prochaines \u00e9lections se r\u00e9sorberont dans la volont\u00e9 du peuple dominant et en supprimant le gouvernement en place.<\/li>\n<li>L\u2019Union Libanaise Culturelle Mondiale consid\u00e8re en outre que des institutions telles que la Banque mondiale, les dons par le moyen de dons d\u2019\u00c9tats souverains, la pr\u00e9sence des \u00c9tats arabes en tant que bienfaiteurs, ainsi que l\u2019Union europ\u00e9enne et d\u2019autres organismes internationaux, n\u2019ont malheureusement et malheureusement pas entrepris, comme c\u2019\u00e9tait leur responsabilit\u00e9, la surveillance des obligations fiduciaires qui leur incombaient de veiller \u00e0 ce que le gouvernement libanais s\u2019aci\u00e8re fid\u00e8lement des devoirs requis pour \u00eatre entrepris par les fonds donn\u00e9s et\/ou emprunt\u00e9s. La d\u00e9naturation des fonds ainsi que la d\u00e9linquance en termes de remboursement de ces obligations entra\u00eenant le d\u00e9faut du Liban en 2020 pour la premi\u00e8re fois de son histoire ont rendu une souffrance incommensurable \u00e0 la population libanaise qui reste responsable du remboursement de ces fonds.<\/li>\n<li>Il est important de dire qu\u2019au cours des trente (30) derni\u00e8res ann\u00e9es, ces dons et ces fonds ont \u00e9t\u00e9 achemin\u00e9s dans ce qui est effectivement un syst\u00e8me corrompu et se poursuivent jusqu\u2019\u00e0 ce jour. \u00c0 titre d\u2019exemple, le pr\u00eat r\u00e9cemment avanc\u00e9 de 249 millions de dollars, qui devait aider les n\u00e9cessiteux et \u00e0 l\u2019\u00e9gard duquel l\u2019acc\u00e8s devait permettre aux b\u00e9n\u00e9ficiaires d\u2019\u00eatre aid\u00e9s en raison des graves conditions \u00e9conomiques en vigueur, est remis en question quant \u00e0 savoir si le financement a \u00e9t\u00e9 utilis\u00e9 par ceux pour qui il s\u2019agissait.<\/li>\n<li>Ces \u00c9tats et Institutions d\u00e9cident de r\u00e9cup\u00e9rer leurs fonds et cherchent \u00e0 avoir recours au paiement, compte tenu du d\u00e9faut de paiement qui s\u2019est produit, on esp\u00e8re qu\u2019ils se d\u00e9placeront, \u00e0 titre pr\u00e9liminaire, en vue d\u2019une r\u00e9solution de l\u2019ONU en faisant appel aux gouvernements nationaux en tant qu\u2019\u00c9tats membres de l\u2019Assembl\u00e9e g\u00e9n\u00e9rale des Nations Unies pour mettre en \u0153uvre le Trait\u00e9 international anticorruption pour r\u00e9cup\u00e9rer les sommes vol\u00e9es. Le Liban est devenu signataire du Trait\u00e9 en 2008.<\/li>\n<li>L\u2019ULCM consid\u00e8re en outre que, malgr\u00e9 certaines failles, dans la mesure o\u00f9 aucune institution n\u2019est incapable de maintenir une faillibilit\u00e9 en ce qui concerne leur fonctionnement, il n\u2019y a que deux (2) institutions qui restent incassables, en termes de d\u00e9termination et de confiance pour administrer la justice et faire respecter la Constitution \u00e0 l\u2019\u00e9gard de la population libanaise ; ils sont l\u2019arm\u00e9e et le syst\u00e8me judiciaire.<\/li>\n<li>L\u2019Union Libanaise Culturelle Mondiale d\u00e9clare que :\n<ul>\n<li>L\u2019arm\u00e9e libanaise est l\u2019institution qui continue de jouir de la confiance des Libanais au sein du Liban et de la diaspora. Elle seule est le fondement solide et unique du r\u00e9tablissement de la souverainet\u00e9 et de la s\u00e9curit\u00e9 nationales. Condamne les tentatives du r\u00e9gime corrompu et de leurs factions arm\u00e9es au sein de leur \u00e9lite politique qui ont cherch\u00e9 \u00e0 saper l\u2019arm\u00e9e libanaise. Nous appelons les dirigeants de l\u2019arm\u00e9e libanaise, que nous admirons et respectons, \u00e0 frapper au fur et \u00e0 mesure que cela est n\u00e9cessaire \u00e0 toute tentative de perturber et de d\u00e9truire la souverainet\u00e9 de la population libanaise et \u00e0 faire en sorte que l\u2019arm\u00e9e libanaise veille \u00e0 ce qu\u2019elle soit \u00e0 l\u2019abri et r\u00e9pudie toute tentative d\u2019ing\u00e9rence politique par le moyen de nominations et\/ou d\u2019influence. On esp\u00e8re que l\u2019arm\u00e9e libanaise, lorsqu\u2019elle sera appel\u00e9e, prot\u00e9gera et respectera l\u2019\u00c9tat de droit et r\u00e9sistera \u00e0 toute manipulation.<\/li>\n<li>Le syst\u00e8me judiciaire libanais, tout comme l\u2019arm\u00e9e, est l\u2019autre entit\u00e9 restante qui est, en tant qu\u2019institution, une entit\u00e9 qui encourage la confiance dans le maintien de l\u2019\u00c9tat de droit et, plus important encore, le respect de la Constitution. Il est vrai qu\u2019il y a des juges corrompus et que leur loyaut\u00e9 est compromise dans la mesure o\u00f9 ils sont dans la poche du r\u00e9gime. N\u00e9anmoins, l\u2019ULCM est fermement d\u2019avis que l\u2019espoir de justice continuera de pr\u00e9valoir et d\u2019\u00eatre maintenu par le pouvoir judiciaire et l\u2019arm\u00e9e libanaise en tant que force de s\u00e9curit\u00e9 de l\u2019\u00c9tat pour prot\u00e9ger l\u2019ind\u00e9pendance du pouvoir judiciaire.<\/li>\n<\/ul>\n<\/li>\n<li>L\u2019Union Libanaise Culturelle Mondiale appelle la Communaut\u00e9 Internationale \u00e0 surveiller les diff\u00e9rentes enqu\u00eates qui lui sont demand\u00e9es, \u00e0 s\u2019engager, \u00e0 l\u2019aider et \u00e0 s\u2019y associer et \u00e0 veiller \u00e0 ce qu\u2019une couverture internationale soit accord\u00e9e pour permettre aux juges d\u2019\u00eatre soutenus et aid\u00e9s, le cas \u00e9ch\u00e9ant, \u00e0 s\u2019enqu\u00e9rir et \u00e0 se r\u00e9soudre et \u00e0 traduire en justice pour le bien du peuple libanais victime des fonctionnaires corrompus qui ont opprim\u00e9 et litt\u00e9ralement pill\u00e9 les coffres de l\u2019\u00c9tat.<\/li>\n<li>Dans une large mesure, fond\u00e9e sur et plus particuli\u00e8rement les pressions exerc\u00e9es sur les enqu\u00eateurs m\u00e9dico-l\u00e9gaux \u00e0 l\u2019\u00e9gard de ce qu\u2019on appelle le crime du si\u00e8cle, c\u2019est-\u00e0-dire l\u2019explosion du port de Beyrouth, l\u2019ULCM continue de faire pression sur la sur la Communaut\u00e9 Internationale pour assurer la protection du syst\u00e8me judiciaire libanais. Elle esp\u00e8re que l\u2019enqu\u00eate sur l\u2019explosion r\u00e9v\u00e9lera pr\u00e9cis\u00e9ment non seulement la cause, mais aussi les auteurs de cette catastrophe inimaginable qui a ajout\u00e9 \u00e0 la population libanaise en termes de souffrances.<\/li>\n<li>Il est affirm\u00e9 avec confiance que l\u2019explosion du port de Beyrouth \u00e9tait une collaboration d\u2019autres \u00c9tats et de leurs agents locaux r\u00e9sidant au Liban, qui sont tous et devraient \u00eatre tenus responsables de l\u2019indemnisation des familles des victimes et des martyrs, ainsi que des bless\u00e9s. L\u2019indemnisation devrait \u00eatre appliqu\u00e9e de mani\u00e8re \u00e9gale et \u00e9quitable et entra\u00eener davantage la reconstruction de Beyrouth. La restauration de Beyrouth et de son port est, selon nous, une responsabilit\u00e9 locale et internationale.<\/li>\n<li>L\u2019Union Libanaise Culturelle Mondiale est effectivement pr\u00e9occup\u00e9e par l\u2019isolement du Liban par les organismes et les \u00c9tats internationaux, ce qui a permis la promotion du syst\u00e8me corrompu au sein du cartel politique repr\u00e9sentatif du Liban. Il y a une impasse nette en termes de diplomatie r\u00e9sultant de l\u2019inactivit\u00e9 d\u2019un grand nombre d\u2019ambassadeurs et de consuls politiquement nomm\u00e9s, qui repr\u00e9sentent leurs dirigeants plut\u00f4t que la patrie. En bref, le corps diplomatique libanais ne refl\u00e8te malheureusement pas exactement la politique \u00e9trang\u00e8re d\u2019un Liban libre, ouvert et \u00e9quitable.<\/li>\n<li>En conclusion, l\u2019UNION LIBANAISE CULTURELLE MONDIALE s\u2019engage \u00e0 rester la voix de la conscience parmi les anciens patriotes au sein de la diaspora et, au besoin, \u00e0 aborder et \u00e0 participer aux forums internationaux et \u00e0 contribuer \u00e0 la promotion des politiques et des programmes d\u2019intervention et d\u2019assistance au Liban et coopt\u00e9 de toute urgence et fera pression sur les \u00c9tats membres de l\u2019Assembl\u00e9e g\u00e9n\u00e9rale des Nations Unies pour le r\u00e9tablissement de la loi et de l\u2019ordre au Liban.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p><strong> Pr\u00e9sident <\/strong><\/p>\n<p><strong> STEPHEN J. A UCLM realizou uma reuni\u00e3o virtual com a delega\u00e7\u00e3o da UNSCOL que foi conduzida pela Diretora Adjunta, Madame Najat Rochdi (Coordenadora Especial Adjunta para o L\u00edbano, Coordenadora Residente e Humanit\u00e1ria das Na\u00e7\u00f5es Unidas).<\/p>\n<p>A reuni\u00e3o virtual ocorreu com a Sra. Rochdi em 5 de janeiro de 2021.<\/p>\n<p>A outra reuni\u00e3o virtual realizada com representantes da UE e do Banco Mundial ocorreu em 27 de janeiro de 2021. A UCLM e sua delega\u00e7\u00e3o se reuniram com a Sra. Mouna Couzi, Oficial de Opera\u00e7\u00f5es &#8211; L\u00edbano (Banco Mundial) e o Sr. Rein Nieland &#8211; Chefe de Se\u00e7\u00e3o, L\u00edbano (Comiss\u00e3o Europeia).<\/p>\n<p>As reuni\u00f5es adicionais com a Comiss\u00e3o de Direitos Humanos em Genebra e a Comiss\u00e3o para a Paz e Seguran\u00e7a relacionada \u00e0 Organiza\u00e7\u00e3o Internacional (Nova Iorque) ser\u00e3o realizadas nos pr\u00f3ximos dias.<\/p>\n<p>O catalisador das reuni\u00f5es se sustenta na preocupa\u00e7\u00e3o de que a UCLM e seus parceiros, como ONGs respons\u00e1veis, endossem e apoiem os princ\u00edpios fundamentais que t\u00eam governado e, sobretudo, motivado a UCLM como uma ONG desde o in\u00edcio da Revolu\u00e7\u00e3o Popular de 17 de outubro de 2019.<\/p>\n<p>A UCLM atua sobre o que percebe serem os princ\u00edpios que devem ser aplicados sem medo ou favor, como declara\u00e7\u00f5es imparciais e abertas, desprovidas de afilia\u00e7\u00e3o e\/ou apoio pol\u00edtico e que s\u00e3o dedicadas ao L\u00edbano e aos interesses de todos os libaneses, independentemente de sua f\u00e9 e\/ou afilia\u00e7\u00e3o pol\u00edtica.<br \/>\nA UCLM expressou e continuar\u00e1 expressando em todas as suas atividades e reuni\u00f5es com suas contrapartes, ONGs libanesas e as organiza\u00e7\u00f5es internacionais com as quais tem o privil\u00e9gio de poder interagir, que:<\/p>\n<ol>\n<li>A UCLM considera que o governo corrupto atualmente no poder no L\u00edbano, que pretende governar e competir dentro do sistema pol\u00edtico, \u00e9 um an\u00e1tema \u00e0 democracia. A UCLM afirma que a distribui\u00e7\u00e3o de riqueza no L\u00edbano envolveu roubo que, por sua vez, teve como resultado em grande escala, a destrui\u00e7\u00e3o da infraestrutura do Estado e das bases fundamentais para uma sociedade livre, aberta e justa. A audaciosa e desenfreada corrup\u00e7\u00e3o empreendida pelo governo e pelos respons\u00e1veis dentro do governo levou ao colapso da economia, dos setores banc\u00e1rio e financeiro e afetou negativamente e gravemente os setores de sa\u00fade, educa\u00e7\u00e3o e turismo, ao ponto de n\u00e3o poderem operar e competir na presta\u00e7\u00e3o de servi\u00e7os. A corrup\u00e7\u00e3o end\u00eamica e sist\u00eamica empreendida a mando do Estado transformou o L\u00edbano em um sistema de uma elite pol\u00edtica no qual aqueles que se alimentam do cartel pol\u00edtico entregaram efetivamente o pa\u00eds e seu status soberano \u00e0 presen\u00e7a amea\u00e7adora de uma mil\u00edcia privada, que toma as decis\u00f5es regionais e, mais importante, pretende ditar a pol\u00edtica externa do L\u00edbano devido a sua capacidade de se manter e estar armada como mil\u00edcia. Ela tornou o L\u00edbano nada menos que uma carta pol\u00edtica capaz de ser manipulada por pot\u00eancias regionais e internacionais.<\/li>\n<li>A UCLM considera que os libaneses perderam seus direitos plena e efetivamente, o que inclui:\n<ul>\n<li>direito \u00e0 seguran\u00e7a;<\/li>\n<li>direito \u00e0 educa\u00e7\u00e3o, \u00e0 sa\u00fade e \u00e0s necessidades b\u00e1sicas da vida;<\/li>\n<li>direito de ganhar e se engajar em um padr\u00e3o de vida que tem sido rebaixado e depreciado ao ponto de ser reduzido a um n\u00edvel de pobreza de 45% da na\u00e7\u00e3o e de sua popula\u00e7\u00e3o. \u00c9 uma desgra\u00e7a vergonhosa e um estado deplor\u00e1vel de acontecimentos que tornaram o L\u00edbano economicamente enfraquecido e seus cidad\u00e3os privados da dignidade que a Constitui\u00e7\u00e3o lhes garante como cidad\u00e3os naquilo que antes era uma rep\u00fablica livre e democr\u00e1tica.<\/li>\n<\/ul>\n<\/li>\n<li>A UCLM considera que o governo n\u00e3o \u00e9 a \u00fanica parte respons\u00e1vel pelo que aconteceu com o L\u00edbano e os libaneses. A UCLM acredita que existe um grau de culpabilidade atribu\u00edvel \u00e0 apatia da comunidade internacional na responsabilidade de n\u00e3o implementar as resolu\u00e7\u00f5es das Na\u00e7\u00f5es Unidas relativas ao L\u00edbano e, por sua vez, o L\u00edbano tornou-se uma satrapia do Ir\u00e3, permitindo assim que o Ir\u00e3 o usasse como um arsenal. Em resumo, o L\u00edbano est\u00e1 sob o controle e capricho da presen\u00e7a iraniana de Teer\u00e3 e est\u00e1 privado de sua capacidade de agir como na\u00e7\u00e3o soberana no que diz respeito \u00e0s decis\u00f5es relativas \u00e0 guerra e \u00e0 paz, a ponto de ter sido explorado e sitiado pela corrup\u00e7\u00e3o que foi imposta dentro do L\u00edbano e empreendida para implementar a agenda de Teer\u00e3, com o prop\u00f3sito declarado de levar ao colapso do L\u00edbano como um Estado soberano.<\/li>\n<li>A UCLM considera que os respons\u00e1veis pelo roubo da receita, paga pelos contribuintes libaneses e que foram eleitos para um governo democr\u00e1tico livre, aberto e justo, mas que falharam nessa miss\u00e3o n\u00e3o cumprindo com suas obriga\u00e7\u00f5es, devem, vista tamanha delinqu\u00eancia, ser responsabilizados.<\/li>\n<li>A esperan\u00e7a da UCLM \u00e9 que nas pr\u00f3ximas elei\u00e7\u00f5es prevale\u00e7a a vontade do povo de retirar o governo em exerc\u00edcio.<\/li>\n<li>A UCLM considera ainda que institui\u00e7\u00f5es como o Banco Mundial, doa\u00e7\u00f5es atrav\u00e9s de subven\u00e7\u00f5es de Estados soberanos, a presen\u00e7a dos Estados \u00e1rabes como benfeitores, juntamente com a Uni\u00e3o Europeia e outros organismos internacionais, infelizmente e lamentavelmente n\u00e3o assumiram, como era sua devida responsabilidade, a supervis\u00e3o das obriga\u00e7\u00f5es fiduci\u00e1rias que lhes cabia para assegurar que o governo liban\u00eas cumprisse fielmente os deveres exigidos para assumir dinheiro doado e\/ou emprestado. O desfalque dos fundos junto com a falta de cumprimento dessas obriga\u00e7\u00f5es, resultando na inadimpl\u00eancia do L\u00edbano em 2020 pela primeira vez em sua hist\u00f3ria, renderam um sofrimento imensur\u00e1vel \u00e0 popula\u00e7\u00e3o libanesa, que permanece respons\u00e1vel pelo pagamento desses fundos.<\/li>\n<li>Cabe ressaltar que durante os \u00faltimos trinta (30) anos estas doa\u00e7\u00f5es e fundos foram canalizados para o que \u00e9 efetivamente um sistema corrupto at\u00e9 hoje. Como exemplo, questiona-se se o empr\u00e9stimo recentemente adiantado de 249 milh\u00f5es de d\u00f3lares, que permitiria que seus benefici\u00e1rios fossem ajudados devido \u00e0s severas condi\u00e7\u00f5es econ\u00f4micas em vigor, foi realmente utilizado por aqueles a quem foi destinado.<\/li>\n<li>Se estes Estados e institui\u00e7\u00f5es decidirem recuperar seus fundos e buscarem recurso para o pagamento, tendo em mente a inadimpl\u00eancia ocorrida, espera-se que se movam, a t\u00edtulo preliminar, com vistas \u00e0 resolu\u00e7\u00e3o das Na\u00e7\u00f5es Unidas apelando aos governos nacionais como estados membros da Assembleia Geral das Na\u00e7\u00f5es Unidas para implementar o Tratado Internacional Anticorrup\u00e7\u00e3o para recuperar o dinheiro roubado. O L\u00edbano tornou-se signat\u00e1rio do Tratado em 2008.<\/li>\n<li>A UCLM considera ainda que, apesar de haver algumas falhas, na medida em que nenhuma institui\u00e7\u00e3o \u00e9 incapaz de sustentar uma falibilidade com rela\u00e7\u00e3o ao seu funcionamento, existem apenas duas (2) institui\u00e7\u00f5es que permanecem inquebrant\u00e1veis, em termos de determina\u00e7\u00e3o e confian\u00e7a para administrar a justi\u00e7a e manter a constitui\u00e7\u00e3o com respeito \u00e0 popula\u00e7\u00e3o libanesa; s\u00e3o elas o Ex\u00e9rcito e o Judici\u00e1rio.<\/li>\n<li>A UCLM declara que::\n<ul>\n<li>Ex\u00e9rcito Liban\u00eas \u00e9 a institui\u00e7\u00e3o que continua a desfrutar da confian\u00e7a dos libaneses dentro do L\u00edbano e da Di\u00e1spora. Ele e somente ele \u00e9 a base s\u00f3lida e \u00fanica para a restaura\u00e7\u00e3o da soberania e seguran\u00e7a nacional. A UCLM condena as tentativas do regime corrupto e de suas fac\u00e7\u00f5es armadas dentro de sua elite pol\u00edtica que procuraram minar o Ex\u00e9rcito Liban\u00eas. Apelamos \u00e0 lideran\u00e7a do Ex\u00e9rcito Liban\u00eas, que admiramos e respeitamos, para atacar quando necess\u00e1rio sob qualquer tentativa de perturbar e destruir a soberania da popula\u00e7\u00e3o libanesa, e ainda, que o Ex\u00e9rcito Liban\u00eas garanta que ele seja imune e repudie qualquer tentativa de interfer\u00eancia pol\u00edtica por meio de nomea\u00e7\u00f5es e\/ou influ\u00eancia. Espera-se que o Ex\u00e9rcito Liban\u00eas, quando chamado, proteja e mantenha o Estado de Direito e resista a qualquer manipula\u00e7\u00e3o.<\/li>\n<li>Judici\u00e1rio liban\u00eas, assim como o Ex\u00e9rcito, \u00e9 a outra \u00fanica entidade restante que \u00e9, como institui\u00e7\u00e3o, uma entidade que incentiva a confian\u00e7a na manuten\u00e7\u00e3o do Estado de Direito e, mais importante ainda, a observ\u00e2ncia da Constitui\u00e7\u00e3o. \u00c9 verdade que existem ju\u00edzes corruptos e que sua lealdade est\u00e1 comprometida na medida em que est\u00e3o no bolso do regime. LA WLCU TENDR\u00c1 FUTURAS REUNIONES CON LA DELEGACI\u00d3N DE LA COMISI\u00d3N DE DERECHOS HUMANOS (CDH) EN GINEBRA Y DEL GRUPO DE TRABAJO DE LA ORGANIZACI\u00d3N INTERNACIONAL DE PAZ Y SEGURIDAD SITUADA EN NUEVA YORK.<\/strong><\/p>\n<p>De acuerdo con los desarrollos actuales dentro del L\u00edbano, la WLCU, como ONG acreditada en las Naciones Unidas, junto con sus socios colaboradores como ONG libanesas aliadas, particip\u00f3 en una delegaci\u00f3n de alto nivel de la WLCU presidida por su presidente mundial, el Sr. Stephen Stanton. La W LCU mantuvo una reuni\u00f3n virtual con la delegaci\u00f3n de la UNSCOL, encabezada por la Directora Adjunta, Madame Najat Rochdi (Coordinadora Especial Adjunta para L\u00edbano, Coordinaci\u00f3n Residente y Humanitaria de las Naciones Unidas).<\/p>\n<p>La reuni\u00f3n virtual tuvo lugar con La Sra. Rochdi el 5 de enero de 2021.<\/p>\n<p>La nueva reuni\u00f3n virtual celebrada con representantes de la UE y el Banco Mundial tuvo lugar el 27 de enero de 2021. La WLCU y su delegaci\u00f3n se reunieron con la Sra. La WLCU Se\u00f1ala y apela de que por el hecho de que la distribuci\u00f3n de la riqueza dentro del L\u00edbano ha involucrado el robo y la destrucci\u00f3n, a su vez, como resultado de ese robo a gran escala de la infraestructura del Estado y las bases fundamentales para una libre, abierta y justa sociedad. La corrupci\u00f3n audaz y desenfrenada emprendida por el gobierno y los responsables dentro del gobierno ha llevado al colapso de la econom\u00eda, los sectores bancario y financiero y ha afectado adversa y gravemente a los sectores de la salud, la educaci\u00f3n y el turismo hasta el punto de que no pueden operar y competir en la prestaci\u00f3n de servicios.; La corrupci\u00f3n end\u00e9mica y sist\u00e9mica llevada a cabo a instancias del Estado ha convertido al L\u00edbano en un sistema de \u00e9lite pol\u00edtica en el que los que son festejados por participar en el cartel pol\u00edtico han entregado efectivamente el pa\u00eds y su estatus soberano a la amenazante presencia de una milicia privada, que asume las decisiones regionales y, lo que es m\u00e1s importante, pretende dictar la pol\u00edtica exterior del L\u00edbano debido a su capacidad para mantener y estar armada como milicia. Ha convertido al L\u00edbano en nada menos que una carta pol\u00edtica capaz de ser manipulada por potencias regionales e internacionales.<\/li>\n<li>La WLCU considera que los libaneses han perdido total y efectivamente sus derechos, que incluyen:\n<ul>\n<li>el derecho a la seguridad;<\/li>\n<li>el derecho a la educaci\u00f3n, la salud y las necesidades b\u00e1sicas de la vida;<\/li>\n<li>el derecho a ganar y participar en un nivel de vida que se ha degradado y depreciado hasta el punto en que se ha reducido a un nivel de pobreza del 45% de la naci\u00f3n y su poblaci\u00f3n. Es una verg\u00fcenza descarada y un estado de acontecimientos deplorable que ha dejado al L\u00edbano castrado econ\u00f3micamente y ha robado a sus ciudadanos la dignidad que la Constituci\u00f3n les hab\u00eda proporcionado como ciudadanos en lo que una vez fue una rep\u00fablica libre y democr\u00e1tica.<\/li>\n<\/ul>\n<\/li>\n<li>La WLCU considera que el sistema gobernante no es el \u00fanico responsable de lo sucedido en el L\u00edbano y los libaneses. La WLCU ve que existe un grado de culpabilidad atribuible a la apat\u00eda de la comunidad internacional en la responsabilidad de no implementar las Resoluciones de la ONU sobre y con respecto al L\u00edbano y, a su vez, el L\u00edbano se ha convertido en una satrap\u00eda de Ir\u00e1n, lo que le permite a Ir\u00e1n utilizar al L\u00edbano como un arsenal. En resumen, el L\u00edbano est\u00e1 bajo el control y el capricho de la presencia iran\u00ed de Teher\u00e1n y se le roba su capacidad para actuar como naci\u00f3n soberana con respecto a las decisiones relativas a la guerra y la paz hasta el punto de que ha sido explotado y asediado por la corrupci\u00f3n que se ha aplicado dentro del L\u00edbano y se ha emprendido para implementar la agenda de Teher\u00e1n con el prop\u00f3sito declarado de llevar al colapso del L\u00edbano como estado soberano.<\/li>\n<li>La WLCU considera que los libaneses responsables del robo de los ingresos pagados por los contribuyentes y fueron elegidos para participar en un gobierno democr\u00e1tico libre, abierto y justo pero no lo han logrado y de hecho han incumplido sus obligaciones. Ellos deber\u00e1n ser obligados, a rendir cuentas de sus actos.<\/li>\n<li>La esperanza de la WLCU es que las pr\u00f3ximas elecciones se resuelvan en la voluntad del pueblo que prevalezca y destituya al gobierno en funciones.<\/li>\n<li>La WLCU considera adem\u00e1s que instituciones como el Banco Mundial, las donaciones en forma de subvenciones de Estados soberanos, la presencia de los Estados \u00e1rabes como benefactores, junto con la Uni\u00f3n Europea y otros organismos internacionales, triste y lamentablemente no se han realizado, como se correspond\u00eda y con la debida responsabilidad, la supervisi\u00f3n de las obligaciones fiduciarias que les incumb\u00edan para asegurar que el gobierno liban\u00e9s cumpliera fiel y felizmente con los deberes requeridos por el dinero donado y \/ o prestado. El desfalco de los fondos, junto con la morosidad en el reembolso de esas obligaciones, que provoc\u00f3 el incumplimiento del L\u00edbano en 2020 por primera vez en su historia, ha provocado un sufrimiento incalculable a la poblaci\u00f3n libanesa, que sigue siendo responsable del reembolso de esos fondos.<\/li>\n<li>Es una cuesti\u00f3n de registro que durante los \u00faltimos treinta (30) a\u00f1os estas donaciones y fondos se han canalizado hacia lo que es efectivamente un sistema corrupto y contin\u00faa hasta el d\u00eda de hoy. A modo de ejemplo, el pr\u00e9stamo recientemente adelantado de $ 249 millones destinado a ayudar a los necesitados y cuyo acceso permitir\u00eda ayudar a los beneficiarios debido a las severas condiciones econ\u00f3micas vigentes, se cuestiona si el financiamiento ha sido utilizado por aquellos a quienes se refer\u00eda.<\/li>\n<li>Si estos estados e instituciones deciden resolver recuperar sus fondos y buscar un recurso para el pago, teniendo en cuenta el incumplimiento que se ha producido, se espera que, como cuesti\u00f3n preliminar, propongan una Resoluci\u00f3n de la ONU al incorporar los gobiernos nacionales como estados miembros de la Asamblea General de Naciones Unidas para implementar el Tratado Internacional Anticorrupci\u00f3n para recuperar el dinero robado. El L\u00edbano se convirti\u00f3 en signatario del Tratado en 2008.<\/li>\n<li>La WLCU considera adem\u00e1s que a pesar de existir algunas fallas, en la medida en que ninguna instituci\u00f3n es incapaz de sostener una falibilidad con respecto a su operaci\u00f3n, solo hay dos (2) instituciones que permanecen inquebrantables, en t\u00e9rminos de su determinaci\u00f3n y su confianza para administrar justicia. y defender la constituci\u00f3n con respecto al pueblo liban\u00e9s son el Ej\u00e9rcito y el Poder Judicial.<\/li>\n<li>La WLCU resuelve y hace esta declaraci\u00f3n p\u00fablica que:\n<ul>\n<li>El ej\u00e9rcito liban\u00e9s es la instituci\u00f3n que sigue gozando de la confianza de los libaneses dentro del L\u00edbano y la di\u00e1spora. \u00c9l y solo \u00e9l es la base s\u00f3lida y \u00fanica para el restablecimiento de la soberan\u00eda y la seguridad nacionales. La WLCU condena los intentos del r\u00e9gimen corrupto y sus facciones armadas dentro de su \u00e9lite pol\u00edtica que han tratado de socavar al ej\u00e9rcito liban\u00e9s. Cierto es que hay jueces corruptos y que su lealtad se ve comprometida en la medida en que est\u00e1n en el bolsillo del r\u00e9gimen.
