The World Lebanese Cultural Union Reaffirmed during its World Council Meeting in Chile:<\/strong><\/p>\n

Full Support for President Joseph Aoun, the Inaugural Speech, and Prime Minister Nawaf Salam\u2019s Reformist Government.<\/strong><\/p>\n

No Tolerance for attempts to eliminate expatriate voting in Lebanese electoral districts.<\/strong><\/p>\n

Implementing International Resolutions and confiscating illegal arms are Lebanon\u2019s path toward recovery and restored confidence<\/strong><\/p>\n

The National Council in Chile, along with the Regional Council of Latin America, has hosted the World Council meeting of the World Lebanese Cultural Union (WLCU), held in the capital, Santiago from 23 to 25May, 2025. The council was inaugurated under the presidency of World President Roger Hani, with the participation of Lebanon\u2019s Ambassador to Chile, Joumana Khaddaj, prominent figures from the Lebanese diaspora, Vice President Juan Saliba, Secretary General George Abi Raad, the chair of the Board of Trustees Sheikh Michel Doueihi and the former world presidents members of the Board of Trustees, and other international and local officials.<\/p>\n

At the conclusion of the first session, devoted to the Lebanese affairs, whereas the focus was on the last national developments, the participants issued the following recommendations:<\/p>\n

    \n
  1. The World Council, closely monitoring with great concern the developments in Lebanon following the senseless and destructive war, and the efforts to restore trust in Lebanon among residents, expatriates, Arab and international allies, declares the following:<\/li>\n<\/ol>\n

    o       Renewed full support for President Joseph Aoun, his inaugural address, and Prime Minister Nawaf Salam\u2019s reformist government in adopting this vision.<\/p>\n

    o       Lebanon must work to place all weapons and decisions of war and peace under the exclusive control of the state. All weapons held by Lebanese and Palestinian factions must be removed.<\/p>\n

    o       Full implementation of all international resolutions is required, starting with the Armistice Agreement and ending with Resolution 1701, to liberate Lebanon from any Israeli occupation and from regional weapons and influence.<\/p>\n

      \n
    1. As a non-governmental organization (NGO) accredited with the United Nations Economic and Social Council, we will work within the UN system (and we urge the Lebanese state to do the same) to demand that countries responsible for Lebanon\u2019s destruction, such as Israel, Syria and Iran, be held accountable and required to compensate for damages, under the principle of “the responsible party must compensate.” This mirrors the case of Nicaragua in 1986 and UN Security Council Resolution 687 of 1991, which required Iraq to compensate Kuwait.<\/li>\n
    2. Expatriates are watching with deep suspicion and anger the actions of the parliamentary committee formed to review expatriate voting rights. We clearly and strongly reject the proposal of assigning seats for expatriates<\/strong> and insist that the voice of the expatriate, which is free and far from enticement and intimidation, remains a fundamental element of change within Lebanon\u2019s electoral districts.<\/li>\n<\/ol>\n

      We will oppose any attempt to undermine our rights. Certain factions in Parliament\u2014particularly the Speaker\u2014must safeguard our rights, and these rights must be recognized permanently and unequivocally.<\/p>\n

      o       Administrative and technical measures must be implemented to boost expatriate registration and make voting more accessible, thereby amplifying the expatriate voice as a central force in Lebanon\u2019s democratic reform.<\/p>\n

      o       Fear of the expatriate vote should motivate better governance\u2014not the abolition of voting rights.<\/p>\n

      o      We also call for candidates\u2019 names to be printed in Latin script alongside Arabic on the ballot papers sent abroad, to accommodate new generations who cannot read Arabic.<\/strong><\/p>\n

        \n
      1. While we understand the state\u2019s intention to present its reform plan to the World Bank and the IMF, we emphasize that international loans are not the solution. Instead, restoring expatriates\u2019 trust in the banking system and the sovereign, free, and independent Lebanese state is essential.<\/li>\n<\/ol>\n

        o       Expatriate investment is the most secure and debt-free source of capital. Despite the crisis, we still send $7 billion annually, as acknowledged by Lebanon\u2019s Central Bank.<\/p>\n

        o       Hands off our deposits. We support the Central Bank Governor\u2019s efforts to prosecute those who smuggled or stole Lebanese funds. We hope the entrenched corrupt system cannot thwart these efforts.<\/p>\n

          \n
        1. We call on parliamentary blocs to cancel the legal deadline for applying for Lebanese citizenship recovery, which currently expires this year. The crises affecting public agencies over the past decade have prevented many from preparing or following up on their applications.<\/li>\n
        2. As we look forward to a promising summer\u2014now that the road to the airport is under full Lebanese control again and not marked by occupation\u2014we urge the Ministry of Tourism, and the government to:<\/li>\n<\/ol>\n

          o       Respectfully and proudly consider reducing airline ticket prices through Middle East Airlines (MEA), or allow other low-cost carriers to operate.<\/p>\n

          o       This would double the number of visitors and expatriates, injecting much-needed funds into the economy.<\/p>\n

          The WLCU, ever hopeful for Lebanon\u2019s revival, is confident that expatriates will stand up against any attempts to diminish their role. These attempts will be shattered by their unwavering resolve.<\/p>\n

          Indeed, a better tomorrow is not far away.<\/p>\n
