World Lebanese Cultural Union
The World Lebanese Cultural Union’s World Council was held in its regular session in the Marriott Hotel in New York City over two days at 21 and 22 of March 2009 under the presidency of the World President Elie Hakme and in the presence of representatives of all Diaspora regions to talk and follow-up with the implementation of the decisions of previous meetings, and issued at the end of its meeting the following recommendations:
– Support the national positions of the President of the Republic General Michel Sleiman and his wise guidance and support his initiatives in the aim of activating the role of national institutions and to support the demands of the Lebanese Diaspora in terms of restoration of nationality and the rights of full citizenship, as well as to his sponsorship of all the processes of dialogue, including the Diaspora.
– Celebrate the golden jubilee of the WLCU on the 24th of October 09 in Mexico, as a gesture of loyalty for the first founders of the WLCU project in Mexico in 1959. The holding of the 16th World Conference should be at the 24th of October maximum, to elect a new World Council according to the internal and basic regulations of the WLCU, with the possibility of holding the 50th jubilee of the Union and the World Conference in Lebanon if it was agreed to do so.
– Participation in the International Festival of the Lebanese Emigrant during the summer of 2009.
– Participation in Miss Lebanon Emigrant 2009 for the 2nd year, organized by the Miss Lebanon Committee.
– Activating the “My home is yours” (Bayti Baytak) project organized by the WLCU World Council of Youth of Lebanese descent which aim to hosting mutually of the youth coming from abroad in their homes to activate the communication with each other across the countries and continents.
– Launching for Campaigns to encourage the emigrants to invest in Lebanon to provide work for the Lebanese who are leaving the countries affected by the economic crisis returning to their home country.
– Invitation to attend a new world council in Vancouver at the end of May 2009 in the occasion of the unveiling of the memorial monument of the 125 years birthday anniversary of Gibran Khalil Gibran.
The meeting was attended by the WLCU former presidents Anwar Curi, Bechara Bechara, Anis Karabet, the President of the WLCU Senate Michel Doueihi and members of the senate Michel Syriani and Antonio Chahine, the Dean of the WLCU Eid Chedrawi, the Secretary General Georges Abi Raad and his deputy Dr. Nicolas Nakhlé Kahwaji, the Vice Presidents Edward Nahhas, Antoine Menassa and Dr. Toufic Sleiman, the President of the Regional Council of North America Elias Kassab and the former President of the council George Murr, the President of the Lebanon Office Toni Kaddissi, the regional secretaries general: Ibrahim Dagher from North America, Alberto Shaker from Latin America, Roger Hani from Europe and Pierre el Hage from Africa, in addition to the presidents of the national councils, of the states councils and of some chapters as following:
Alejandro Kuri(Mexico), Michel Syriani (Brazil),Lally and Veronica Chaker (Uruguay), Fadi El Rahi, Rita Helou, Saiid Yazbeck, William Barakat, Jack Habib and Maroun Abou Ghosn (United Kingdom), Hanane Dagher, Roland Dick, Najib Asfar, Michel Kasouf and Ibrahim Elias (Canada), Mahassen Hanna, David Abi Chaker, Mike Hilal, Qozhaya El Rahi, Miled Sassine, Susan Nahhas, Farid Makarem, Aida Nicolao and Raymonda Dallul(United States), in addition to the president of the hosting chapter John Abi Habib and his deputy Francois Abi Neeman and their assistants.
The Secretary General read during the meeting several letters received from the officials who were unable to travel, including the World Vice President for Africa Chakib Rammal, the World Vice President for Australia Dani Geagea, the President of The Cultural and Heritage Affairs Committee Antoine Ghanem, Naji Doumit from California and Guy Younes from Ireland .
The attendees discussed during the meeting several subjects such as: follow up the WLCU campaigns to urge the emigrants to register their marriages and their children born abroad to prevent the loss of the Lebanese nationality, follow up the Lebanese Emigrants who lost this nationality to help them in preparing their files for retrieval, follow up the Learning Arabic & Lebanese project to the Lebanese origins speaking other languages, the establishment of a second campaign to vote for the Cave of Jeita in the competition of the most beautiful natural site in the world, the creation of new financial resources to cover the cost of the cultural & emigrant projects of the WLCU via the godfathers program and the preparation for ceremonies for this purpose. The attendees also hosted the president of the International Festival of the Lebanese Emigrant’s Committee Fadi Bou Dagher who presented the details of the festival’s program which runs from 9 to 19 July, 2009 in Lebanon.
The hosting Chapter organized a gala dinner which was attended by more than 400 people. This chapter invited the Lebanese Diaspora to meet the WLCU President and its world council, where the President Hakme honored Monsignor Maroun Asmar and Mr. Raymond Safi by giving them the WLCU Platinum award in recognition for their efforts over the years in the service of the new emigrants and in the establishing of the WLCU Chapter in the sixties.
The WLCU World President made a speech in which he stated:
Lebanon has started to emerge from the dark tunnel, bringing us to a President symbolizes the unity of the country, and the unity of the institutions. This verification is important even if it is evident in the life of the countries. We must support the President of the Republic, His Excellency General Michel Sleiman, this symbol President, and to stand by him in all circumstances. The Republic Presidency is our main source and it is the symbol of the unity of the country. And, the body without the head has no life. The position of the presidency is sacred for us; it is the guardian of the unity of the earth, and the unity of the people, because the country is the twin of the earth and the people.
Therefore, we are invited to support the consensus Presidency which is the head of the state and its institutions and responsible of the Constitution and its application; and we firmly demand that all the decisions and choices be in its hand in times of peace as in war.
And, with our support to the Lebanese Republic, its symbols and institutions, and after the activities done by the WLCU in the past two years to collect the full rights of emigrants in terms of the nationality and the right of voting, the WLCU contacted many persons and used all possible means and ways to achieve these things. After all this, we firmly ask the Lebanese state to do all its duties towards its sons in the Diaspora countries. Restoring the Lebanese Nationality is a sacred right to the Lebanese origin’s persons. How could the nationality be granted to ten thousands of foreigners and forbidden to the Lebanese who deserve it? And how can some of those who have been granted the nationality falsely & illegally in the days of guardianship can participate in the election and this right isn’t given to the original Lebanese emigrants.
Then, the Secretary General Georges Abi Raad made a speech in which he praised the significant role of the mother in the Diaspora in maintaining the Lebanese language and culture; he also talked about the WLCU achievements in its first fifty years.
Mr. John Abi-Habib stated the speech of the hosting chapter.
The ceremony was attended by Consul of Lebanon Antoine Azzam, Bishop Gregory Mansour, a U.S. senator and representatives of the Lebanese embassy.
The ceremony included a signing of the book “Negotiate like a Phoenician” written by a Lebanese descent.
In addition, the Dabkeh group of the Boston’s Chapter came especially to this ceremony and presented several folkloric dances.
The World Council meeting was preceded by the North American regional meeting, which was held over two days in the host of the New York city chapter and in the presence of representatives of 20 chapters of the WLCU from the United States and Canada; during this meeting the subject discussed were the same as the world council meeting and how to activate them in the chapters of theses 2 countries in addition to the project of this geographical area through all the cultural, social, heritage and charities aspects in addition to internal organizational matters.
In this meeting, a new Regional Council Board was also elected and it included the following: Elias Kassab as President, Roland Dick as Vice President for Canada, David Abi Chaker as Vice President for the United States, Sleiman Asmar as the WLCU treasurer and Ibrahim Dagher as the Regional Secretary General.
إنعقد المجلس العالمي للجامعة اللبنانية الثقافية في العالم في دورته العادية في أوتيل ماريوت في مدينة نيويورك على مدى يومين في ۲١ و۲۲ آذار ۲۰۰٩ برئاسة الرئيس العالمي إيلي حاكمه وممثلين عن القارات الإغترابية للتداول بنشاطاته ومتابعة تنفيذ مقررات الإجتماعات السابقة، وأصدر في نهاية أعماله المقررات التالية :
– دعم المواقف الوطنية لرئيس الجمهورية العماد ميشال سليمان ولسياسته الحكيمة ودعم مبادراته في مجالات تفعيل دور المؤسسات الوطنية ودعم مطالب الإنتشار اللبناني من حيث إستعادة الجنسية وحقوق المواطنية الكاملة كما في رعايته لكل عمليات الحوار بما فيها ما يخص الإغتراب.
– الإحتفال باليوبيل الذهبي في ٢٤ تشرين الأول في المكسيك، كعربون وفاء للمؤسسين الأوائل الذين أطلقوا من المكسيك سنة ١٩٥٩ مشروع الجامعة اللبنانية الثقافية في العالم، وتقرر إنعقاد المؤتمر العالمي السادس عشر في حد أقصاه في ۲٤ تشرين الأول، لإنتخاب مجلس عالمي جديد، إستناداً إلى القانون الداخلي والنظام الأساسي للجامعة مع إمكانية إنعقاد اليوبيل الخمسين للجامعة والمؤتمر العالمي في لبنان إذا تم التوافق على ذلك.
– المشاركة في المهرجان العالمي للمغتربين اللبنانيين في بيروت خلال صيف ۲۰۰٩.
– المشاركة في مباراة ملكة جمال لبنان المغترب للعام ۲۰۰٩، التي تنظمها لجنة ملكات جمال لبنان، للسنة الثانية على التوالي.
– تفعيل مشروع “بيتي بيتك “الذي ينظمه المجلس العالمي للشبيبة المتحدرة من أصل لبناني في الجامعة والذي يقوم على إستضافة متبادلة للشبيبة المتحدرة في منازلهم تفعيلاَ للإتصال فيما بينهم عبر الدول والقارات.
– إقامة الحملات لتشجيع المغتربين على الإستثمار في لبنان لتأمين العمل لللبنانيين الذين يغادرون البلدان المصابة بالأزمة الإقتصادية ويعودون إلى بلدهم الأم.
– الدعوة إلى حضور مجلس عالمي جديد في مدينة فانكوفر في أواخر أيار ۲۰۰٩ بمناسبة إزاحة الستار عن النصب التذكاري لمناسبة مرور ١۲٥ عاماً على ولادة جبران خليل جبران.
حضر اللقاء الرؤساء السابقين للجامعة أنور خوري، بشاره بشاره وأنيس كرابيت، رئيس مجلس الشيوخ ميشال الدويهي وأعضاء المجلس ميشال سرياني وأنطونيو شاهين، عميد الجامعة عيد الشدراوي، الأمين العام جورج أبي رعد ونائبه الدكتور نقولا نخلة قهوجي، نواب الرئيس إدوار نحاس، أنطوان منسى والدكتور توفيق سليمان، رئيس المجلس القاري لأميركا الشمالية الياس كساب والرئيس السابق للمجلس جورج المر، رئيس مكتب لبنان طوني قديسي، الأمناء العامين القاريين: إبراهيم داغر عن أميركا الشمالية، ألبيرتو شاكر عن أميركا اللاتينية، روجيه هاني عن أوروبا وبيار الحاج عن أفريقيا، بالإضافة إلى رؤساء المجالس الوطنية ومجالس الولايات ورؤساء الفروع التالية :

كما تلا الأمين العام خلال الإجتماع رسائل عدة وردت من المسؤولين الذين تعذر عليهم السفر ومنهم شكيب الرمال نائب الرئيس العالمي عن أفريقيا، داني جعجع نائب الرئيس العالمي عن أستراليا، أنطوان غانم رئيس لجنة الثقافة والتراث، ناجي ضومط من كاليفورنيا وغي يونس من ايرلندا.
عرض المجتمعون خلال لقائهم لأمور عدة منها: متابعة الحملات التي تقوم بها الجامعة لحث المنتشرين لتسجيل زيجاتهم وأولادهم الذين يلدون في الخارج لعدم فقدان الجنسية اللبنانية، ومتابعة إحصاء اللبنانيين المغتربين الذين فقدوها لمساعدتهم على إعداد ملفاتهم لإسترجاعها، متابعة مشروع تعليم اللغة العربية واللبنانية للمتحدرين الناطقين بلغات أخرى، إقامة حملة ثانية للتصويت لمغارة جعيتا في مسابقة أجمل موقع طبيعي في العالم، خلق موارد مالية جديدة لتغطية نفقات المشاريع الثقافية والإغترابية التي تقوم بها الجامعة عبر برنامج العرابين وإقامة الحفلات لهذه الغاية. كما إستضاف المجتمعون رئيس لجنة المهرجان العالمي للمغتربين فادي أبو داغر الذي عرض تفاصيل برنامج المهرجان الذي يمتد من ٩ إلى ١٩ تموز ۲۰۰٩ في لبنان.
كما نظم الفرع المضيف حفل عشاء حضره أكثر من ٤۰۰ شخص دعا إليه الجالية اللبنانية للقاء رئيس الجامعة ومجلسها العالمي حيث كرم الرئيس حاكمه خلاله كل من المونسنيور مارون أسمر والسيد ريمون صافي بمنحهم درع المغترب من فئة بلاتين تقديراً للجهود التي بذلوها عبر السنين في خدمة المهاجرين الجدد وفي تأسيس فرع الجامعة في الستينات.
وألقى الرئيس العالمي للجامعة كلمة جاء فيها:
إن لبنان بدأَ يخرج من النفق المظلم الذي كان فيه، فأصبح لنا رئيس يرمز إلى وحدة البلد، ووحدة المؤسسات. وهذا أمر مهم تحقَق وإن كان بديهيا في حياة الأوطان. فعلينا ان ندعم فخامة رئيس الجمهورية العماد ميشال سليمان، هذا الرئيس الرمز، وأن نقف الى جانبه في كل الظروف. فرئاسة الجمهورية مرجعنا وهي رمز وحدة البلد. والجسم بلا رأس لا حياة له. فموقع الرئاسة هو قدس ألأقداسِ بالنسبة إلينا، وهو المحراب المؤتمن على وحدة التراب، ووحدة الشعب ، لأن الوطن هو توأم الأرضِ والشعب.
لذلك نحن مدعوون لدعم الرئاسة التوافقية التي هي رأس الدولة ومؤسساتِها، وهي المؤتمنة على الدستور وتطبيقه، وإننا نطالب بحزم بأن يكون في يدِها كل القرارات والخيارات، في السلمِ كما في الحرب.
ومع دعمنا للدولة اللبنانية برموزِها ومؤسساتها، وبعد النشاطات التي قامتْ بها الجامعة في السنتين الماضيتينِ لتحصيل حقوقِ المغتربين كاملةً في الجنسية وحق الإقتراع، فالجامعة لم تترك باباً إلاّ وطرقَتْهُ ووسيلة ً إلاّ وإستعملَتْها لتحقيقِ هذين الأمرين. بعد كلّ هذا نطالبُ الدولة اللبنانية بحزم أن تقوم بواجباتها تجاه أبنائِها المغتربين. فإستردادُ الجنسية اللبنانية حق مقدّس للمتحدرين من أصل لبناني. فكيف تُمنحُ الجنسية ُ لشُذّاذ الآفاق بعشرات الآلاف وتُمنَعُ عن مستحقيها من اللبنانيين؟ وكيف يشاركُ في الإنتخاب ِبعض ٌ ممّن مُنحوا الجنسية زوراً وإغتصاباً أيام الوصاية، ولا يُعطى هذا الحقُّ للمغتربينَ اللبنانيينَ أصلاً وفعلاً.
وقد سبق إجتماع المجلس العالمي إجتماع المجلس القاري لأميركا الشمالية الذي إنعقد على مدى يومين في إستضافة فرع مدينة نيويورك وبحضور ممثلين عن عشرين فرعا للجامعة من الولايات المتحدة وكندا، جرى خلاله البحث بنفس المواضيع وكيفية تفعيلها في فروع البلدين بالإضافة لمشاريع هذه المنطقة الجغرافية من النواحي الثقافية والتراثية والإجتماعية والخيرية. كما جرى إنتخاب مجلس تنفيذي جديد للقارة ضم كل من الياس كساب رئيساً، رولان الديك نائباً للرئيس عن كندا، دايفيد أبي شاكر نائباً للرئيس عن الولايات المتحدة ، سليمان اسمر اميناً للصندوق وابراهيم داغراميناً عاماً.
ثم ألقى الأمين العام جورج أبي رعد كلمة أثنى فيها على دور الأم الرائد في الإغتراب في المحافظة على اللغة والعادات اللبنانية كما تكلم عن إنجازات الجامعة في السنوات الخمسين الأولى من عمرها.
كما ألقى السيد جون أبي حبيب كلمة الفرع المضيف.
حضر الحفل قنصل لبنان أنطوان عزام، المطران غريغوري منصور، سيناتور أميركي وممثلين عن السفارة اللبنانية.
كما تم خلال الحفل توقيع كتاب “قاول كالفييقيين” لكاتب من أصل لبناني.
هذا وقدمت فرقة الدبكة التابعة لفرع بوسطن عدة لوحات فولكلورية اذ جاءت خصيصاً من بوسطن لاحياء هذا الحفل.
