World Lebanese Cultural Union
Representatives of 19 diaspora groups met with the Minister of Foreign Affairs and Emigrants on Thursday, August 21, 2025, as part of efforts to secure the right of non-resident Lebanese to fair and equal voting.
The delegation reaffirmed its rejection of restricting expatriate voting to only six seats, calling instead for the abolition of this rule and the adoption of full voting rights for all 128 members of parliament.
The participants also expressed concern over opening voter registration before such an amendment is approved, warning that this could cause confusion among expatriates and delay the registration process, especially in the absence of sufficient clarity in the legal text governing non-resident voting.
They further stressed the importance of early coordination between the Ministries of Interior and Foreign Affairs to ensure that registration opens within a sufficient timeframe. At the same time, they raised the issue of difficulties in renewing IDs and passports, which pose an obstacle to expatriate participation in elections.
The delegation also addressed logistical problems that accompanied non-resident voting in the previous elections, expressing hope that these will be resolved in the 2026 elections—particularly regarding the number of polling stations abroad.
At the conclusion of the meeting, the delegation voiced hope that the ministerial committee tasked with reviewing the electoral law would adopt clear recommendations guaranteeing constitutional equality and inclusive, effective participation of the Lebanese diaspora in the 2026 elections.

زار ممثلون عن 19 مجموعة اغترابية وزير الخارجية والمغتربين يوم الخميس، في 21 آب 2025، في إطار السعي لضمان حق اللبنانيين غير المقيمين في الاقتراع العادل والمتساوي.
وأكّد الوفد رفضه حصر اقتراع غير المقيمين بستة مقاعد فقط، مطالبًا بإلغاء هذه القاعدة واعتماد مبدأ الاقتراع الكامل لجميع النواب الـ128.
وأعرب المجتمعون عن قلقهم من فتح باب التسجيل قبل إقرار هذا التعديل، الأمر الذي قد يثير البلبلة في صفوف المغتربين ويؤخر عملية التسجيل في ظل غياب وضوح كافٍ في النص القانوني الذي ينظم اقتراع غير المقيمين.
كما شدّدوا على ضرورة التنسيق المبكر بين وزارتي الداخلية والخارجية لضمان فتح باب التسجيل ضمن مهلة كافية، وطرحوا في الوقت نفسه قضية صعوبة تجديد الهويات وجوازات السفر، ما يشكّل عائقًا أمام مشاركة المغتربين في الانتخابات.
وتناول الوفد أيضًا المشاكل اللوجستية التي رافقت انتخابات غير المقيمين في الدورة الماضية، معربين عن أملهم في معالجتها في انتخابات 2026، ولا سيّما في ما يتعلّق بعدد مراكز الاقتراع في الخارج.
وفي ختام اللقاء، عبّر الوفد عن أمله في أن تتبنى اللجنة الوزارية المكلّفة بدراسة قانون الانتخاب توصيات واضحة تضمن المساواة الدستورية والمشاركة الشاملة والفاعلة للاغتراب اللبناني في استحقاق 2026.
