World Lebanese Cultural Union
Paris on September 25th, 2024
In the face of the horror and atrocity of the ongoing Israeli war against the Lebanese, we stand in reverence before the innocent blood being shed and the destruction of Lebanon upon the heads of its children across all Lebanese regions.
The world Lebanese Cultural Union condemns the barbaric attacks on our people, offers condolences to the families of the victims, wishes the wounded a speedy recovery, and hopes for the safe return of those forcibly displaced to their homes, especially in our beloved South and our proud Bekaa.
If we are to assess what is happening with sorrow mixed with bewilderment and tears, we must, before calling out to a global conscience lost in political interests at the expense of people, appeal to the consciences of the ruling political class entities. They must not be a fragile cover for the vacuum and a humiliating weakness in the face of those holding power. Therefore:
– It is time to take Lebanon out of the hands of regional players who are the cause of destruction in this war that has become directionless.
– It is time for reason to prevail and for political realism to take hold among the ruling team. We must act swiftly to implement the constitution, elect a president for the republic, and restore the regular functioning of authorities. Those who once believed that the vacuum protects them may realize today that this vacuum is killing them before anyone else. Lebanon is exposed, and it must reclaim its Arab and global role, revive its friendships, and reject the continuation of the policy of state destruction. Only the state is the legitimate umbrella, and the Lebanese army alone should be the protector of the borders, the people, and the nation.
– Respecting and fully implementing international resolutions, from Resolution 1701 to the Armistice Agreement, without circumventing them, is the only way to return Lebanon to the international fold.
– The absence of Arab countries from helping Lebanon, even on a humanitarian level, in stark contrast to what we witnessed during the 2006 war, compels those in power to conduct a conscientious review of what has been allowed over the past twenty years in terms of destroying Lebanon’s Arab and global relations. Lebanon is a proud founding member of the United Nations and the Arab League, and it must return to these Arab and international frameworks.
– While we place our capabilities at the disposal of humanitarian institutions to heal the wounds, we bless the Lebanese solidarity regardless of political differences. May the innocent bloodshed serve as a beacon for all to save Lebanon and restore its sovereign, free, and independent state.
– Finally, to all the players in the region: enough manipulation of Lebanon and the Lebanese, lift your hands off Lebanon, and enough destruction and killing!

La Unión Libanesa Cultural Mundial (ULCM): ¡Basta, quiten sus manos del Líbano!
Ante el horror y la atrocidad de la guerra israelí en curso contra los libaneses, nos inclinamos en respeto ante la sangre inocente derramada y la destrucción del Líbano sobre la cabeza de sus hijos en todas las regiones libanesas.
La Unión Libanesa Cultural Mundial (ULCM) condena los ataques bárbaros contra nuestra gente, extiende sus condolencias a las familias de las víctimas, desea una pronta recuperación a los heridos y un retorno seguro a sus hogares a los desplazados forzosamente, especialmente en el querido sur y en nuestro majestuoso valle de la Bekaa.
Si tuviéramos que evaluar lo que está ocurriendo con una mezcla de dolor, asombro y lágrimas, antes de clamar por la conciencia mundial inmersa en intereses políticos a costa de los pueblos, debemos apelar primero a las conciencias de la clase política gobernante, para que no sean una cobertura frágil para el vacío ni una debilidad humillante ante los que ostentan el poder. Por lo tanto:
– Ha llegado el momento de retirar la carta del Líbano de las manos de los jugadores regionales que son la causa de la destrucción en esta batalla, que se ha convertido en un conflicto sin horizonte.
– Es hora de que prevalezca la razón, de que el realismo político se imponga en el equipo gobernante, y de que apresuremos la aplicación de la constitución, la elección de un presidente de la república y el restablecimiento de las instituciones. Aquellos que alguna vez creyeron que el vacío los protegía, quizás se den cuenta hoy de que este vacío los está matando a ellos antes que a otros. Líbano está expuesto, y debe recuperar su papel árabe e internacional, y revivir sus amistades. No podemos continuar con la política de desmantelar el Estado,
ya que solo el Estado es el único paraguas legítimo, y solo el ejército libanés debe proteger las fronteras, el pueblo y la nación.
– El respeto a las resoluciones internacionales en su totalidad, desde la resolución 1701 hasta el acuerdo de armisticio, y su implementación sin rodeos, es la única forma de devolver al Líbano al seno internacional.
– La ausencia de los países árabes en la ayuda al Líbano, incluso en términos humanitarios, en una escena muy diferente a la que presenciamos durante la guerra de 2006, obliga a los que ostentan el poder a una revisión de conciencia sobre lo que hemos permitido en estos últimos veinte años de destrucción de las relaciones del Líbano, primero con el mundo árabe y luego a nivel internacional. Líbano es un miembro fundador y orgulloso de las Naciones Unidas y de la Liga Árabe, y debe volver a estas dos entidades, la árabe y la internacional.
– Mientras ponemos nuestras capacidades a disposición de las instituciones humanitarias para sanar las heridas, bendecimos la solidaridad libanesa independientemente de las diferencias políticas, con la Esperanza de que la sangre inocente sirva de faro para todos en la salvación del Líbano y el retorno de su Estado soberano, libre e independiente.
– Finalmente, a todos los actores en la región: ¡Basta ya de jugar con Líbano y los libaneses, quiten sus manos del Líbano, y detengan la destrucción y el asesinato!

الجامعة اللبنانية الثقافية في العالم: كفى، إرفعوا أياديكم عن لبنان
في ظل هول وفظاعة الحرب الإسرائيلية القائمة على اللبنانيين، نقف بخشوع أمام الدماء البريئة التي تُراق، وأمام تدمير لبنان على رؤوس أبنائه في المناطق اللبنانية كافةً.
إنَّ الجامعة اللبنانية الثقافية في العالم تستنكر الاعتداءات الهمجية على أهلنا، وتعزي أهالي الضحايا، وتتمنى للجرحى الشفاء العاجل، وللنازحين قسراً بالعودة الآمنة إلى بيوتهم، خاصةً في الجنوب العزيز وفي بقاعنا الأشم.
وإذا كان لنا أن نُقيِّم ما يحصل بأسىً ممزوجٍ بالذهول والدموع، لا بد لنا، وقبل استصراخ الضمير العالمي الغارق في المصالح السياسية على حساب الشعوب، أن نستصرح ضمائر الطبقة السياسية الحاكمة، كي لا يكونوا غطاءً هشّاً للفراغ، وضعفاً مهيناً أمام القابضين على السلطة، وعليه:
– آن الأوان لسحب ورقة لبنان من يد اللاعبين الإقليميين الذين هم سبب الدمار في هذه المعركة التي أضحت بدون أفق.
– آن الأوان كي يسيطر العقل، ولكي تحل الواقعية السياسية عند الفريق الحاكم، فنسارع لتطبيق الدستور وانتخاب رئيس للجمهورية، وإعادة انتظام السلطات. إنَّ من اعتقد يوماً أنَّ الفراغ يحميه ربما يتأكد اليوم أنَّ هذا الفراغ قاتل له قبل غيره، فلبنان مكشوف وعليه استعادة دوره العربي والعالمي وإحياء صداقاته، فلا للاستمرار في سياسة تهديم الدولة، فالدولة وحدها هي المظلة الشرعية الوحيدة، والجيش اللبناني وحده يجب أن يكون حامي الحدود والشعب والوطن.
– إنَّ احترام القرارات الدولية بكاملها، من القرار ١٧٠١ حتى اتفاقية الهدنة، وتطبيقها بدون الالتفاف عليها، وحده الكفيل بإرجاع لبنان للحاضنة الدولية.
– إنَّ غياب الدول العربية عن مساعدة لبنان، حتى إنسانياً، في مشهدٍ مناقضٍ جداً لما شهدناه خلال حرب ٢٠٠٦، يحتم على القابضين على السلطة مراجعةً ضميريّةً لما سمحنا به خلال عشرين سنة من تدميرٍ لعلاقات لبنان العربية أولاً، والعالمية ثانياً، فلبنان عضوٌ مؤسسٌ فخورٌ للأمم المتحدة وللجامعة العربية، وعليه أن يعود لهتين الحاضنتين العربية، والدولية.
– إننا إذ نضع إمكاناتنا بتصرف المؤسسات الإنسانية لتضميد الجراح، نبارك التضامن اللبناني بمعزل عن الخلافات السياسية، فعسى الدماء البريئة تكون نبراساً للجميع لإنقاذ لبنان وعودة دولته السيدة الحرة المستقلة.
أخيراً، لكل اللاعبين في الإقليم: كفى تلاعباً بلبنان واللبنانيين، إرفعوا أياديكم عن لبنان، وكفى تدميراً وقتلاً!
