The World Lebanese Cultural Union concludes its World Council meetings held in Chile from 23 to 25 of May:
- Reminder to diaspora members to obtain the necessary documents to vote from abroad in the 2026 Lebanese parliamentary elections.
- Lebanese Ambassador to Chile Joumana Khaddage to the WLCU President and World Council members: “By gathering in Santiago, you have brought Chile back onto the world map.”
The World Council of the WLCU, presided over by Roger Hani, held a three-day meeting in Santiago, Chile’s capital. The event was noted for its precise organization, the warm welcome by the local branch, and the prominent participation of Ambassador Joumana Khaddage in various social events throughout the gathering.
On the first day, ambassador Khaddage received the world president, accompanied by Secretary General Georges Abi Raad and members of the WLCU Board of Trustees, led by Sheikh Michel Doueihi, at the Lebanese Embassy.
She also accepted an invitation from the national council and participated in the opening ceremony at the Lebanese Club. The following day, she invited the participating delegations to her residence, offering them books and souvenirs from Chile. On the third day, she joined the closing luncheon hosted by the Santiago branch.
Throughout the three days, ambassador Khaddage expressed her admiration for the WLCU’s work and her joy at seeing such a meeting take place in Santiago after years during which the Lebanese community there had been almost forgotten and neglected by Lebanon.
As for the official meetings, the World Council, led by Roger Hani, discussed various diaspora-related issues and adopted the necessary resolutions over the three days.
Participants included members of the World Council, each representing their respective geographic regions: Vice President Juan Saliba, World Secretary General Georges Abi Raad (France), World Treasurer Soli Asmar (Los Angeles), Head of International Relations Anis Garabet, Head of Social Affairs Henriette Kassiss (Boston), Head of Economic and Business Affairs Khalil Khoury (San Francisco), and President of the World Youth Council Guadalupe Bolanos. Representatives from Geographic regions councils also participated: Said Yazbeck (UK) for Europe, Melina Lukes for Latin America, Rima Cario (New York) for North America, Michel Doueihi for Australia, and Claudia El Chater for Brazil. National and regional council presidents or their representatives led delegations including: Marcelo Chain (Argentina), José Segui (Uruguay), Adriana Daher (Bolivia), David Germani (Peru), Emilie El-Hashem Raad (Rio de Janeiro), Judge George Khoury (Canada), Wael Abolhosen (Mexico), Fadi Farhat (New York), and of course Chile, represented by Daniella Martinez Sajjur.
The meeting also featured members of the Board of Trustees: Bechara Bechara, Alejandro Khoury, and Nabih El Chartouni, in addition to Garabet, Doueihi, and Farhat.
Opening Ceremony
The ceremony was attended by delegations from Lebanese diaspora communities worldwide and key Lebanese figures in the Chilean community, including Ambassador Joumana Khaddage and Jaime Mora Alé, President of the Lebanese Club in Santiago.
The event opened with welcoming speeches by Daniella Martinez, head of the Santiago branch, followed by Nissrin Esber and Jaime Mora Alé.
Then, WLCU World President Roger Hani delivered an opening address emphasizing the historic significance of this gathering as a demonstration of Lebanese expatriates’ deep commitment to Lebanon and its identity.
President Hani
In his speech, Hani stated:
“We are not merely a nostalgic community. We are a living force, a collective conscience, and a global network capable of supporting Lebanon and securing its future.”
He emphasized that the WLCU is not a ceremonial institution but a movement deeply engaged culturally, nationally, and humanely—committed to strengthening the bond between Lebanese youth abroad and their homeland through initiatives like the LEBolution program. He also stressed the WLCU’s active presence on international platforms in defense of Lebanon’s sovereignty and freedom.
Hani paid special tribute to the Lebanese community in Chile, praising its exemplary integration and its cultural and economic initiatives that shine a positive light on Lebanon in Latin America.
“Today, Lebanon enters a historic phase of political transition. We welcome the recent election of General Joseph Aoun as President of the Republic and the formation of the new government under Judge and Ambassador Nawaf Salam. We place our hopes in their wise leadership to ensure stability and a brighter future for Lebanon.”
He concluded: “Lebanon needs us, not tomorrow, but today. Long live Lebanon, free, independent, and united.”
Ambassador Khaddage
Ambassador Khaddage then spoke about her longstanding experience in Chile and her connection with the Lebanese community, particularly the WLCU branch. She highlighted the neglect the community and embassy have suffered from the Lebanese government, expressing hope that things will improve under President Joseph Aoun. She thanked the Union for holding its World Council in Santiago, saying it has placed Chile back on Lebanon’s world map.
At the end of the ceremony, the President of the WLCU presented honorary awards to Ambassador Khaddage and Daniella Martinez, President of the National Council in Chile.
The evening also included a documentary about Lebanon produced by the Chile branch, followed by a traditional Lebanese musical performance.
Resolutions
During the World Council sessions, global leaders presented their annual reports. Country delegations also shared updates, which were discussed and led to the following resolutions:
- Due to high travel costs to Lebanon and to preserve the LEBolution program, which sends 120 young people of Lebanese descent to visit the homeland, the Council decided to negotiate with relevant Lebanese authorities for discounted airline tickets.
- The WLCU received from the Ministry of Information, Paul Morcos, a list of urgent needs for Télé Liban and will mobilize diaspora communities to support this vital institution.
- Continue lobbying foreign ministries in diaspora-hosting countries to find sustainable solutions to the Syrian refugee crisis by facilitating their safe return, as this is key to Lebanon’s security, economy, and society.
- Accelerate nationality reclamation applications by diaspora members, while the WLCU advocates for abolishing the current legal deadline, set to expire this year.
- Urge all diaspora communities to take advantage of upcoming trips to Lebanon to obtain ID cards or passports for those without them, enabling them to vote from abroad in the 2026 Lebanese parliamentary elections.
- Reactivate the Diaspora Fund: Originally launched by the WLCU, its focus had temporarily shifted to humanitarian relief during the recent war in the south. The WLCU now returns to using the fund to support sustainable development projects in Lebanon, while thanking all who supported the previous relief campaign.
Other internal and administrative resolutions were also adopted.
WLCU Board of Trustees meeting
The WLCU Board of Trustees, chaired by Sheikh Michel Doueihi, held a meeting attended by the World President and Secretary General. They presented progress reports on all projects completed or underway during their term and shared the roadmap for the remainder of their mandate.

تذكير افراد الجاليات بوجوب الاستحصال على المستندات اللازمة للتمكن من الاقتراع من الخارج خلال الانتخابات النيابية اللبنانية لسنة 2026.
سفيرة لبنان في شيلي جومان خداج لرئيس واعضاء المجلس العالمي للجامعة: “بلقائكم في سانتياغو لقد اعدتم تشيلي الى الخريطة العالمية”.
عقد المجلس العالمي للجامعة اللبنانية الثقافية في العالم برئاسة روجيه هاني اجتماعه على مدى ثلاثة ايام في سانتياغو عاصمة تشيلي وقد تميز بتنظيم دقيق وبحفاوة استقبال فرع الجامعة للوفود المشاركة، وبمشاركة لافتة للسفيرة اللبنانية جومان خداج في اللقاءات الاجتماعية الجانبية التي حصلت خلال الايام الثلاث.
في اليوم الاول زارها في مقر السفارة الرئيس العالمي يرافقه الأمين العام العالمي جورج ابي رعد وأعضاء مجلس أمناء الجامعة برئاسة الشيخ ميشال الدويهي. كما لبت دعوة المجلس الوطني وشاركت في حفل افتتاح الاجتماع في النادي اللبناني، وفي اليوم التالي دعت الوفود المشاركة لزيارتها في دارتها وقدمت لهم كتبا وتذكارات اخرى من شيلي. اما في اليوم الثالث فشاركت في الغداء الذي اقامه فرع سانتياغو لاختتام اعمال الاجتماع.
وفي الايام الثلاث اعربت سعادة السفيرة عن اعجابها بالجامعة واعمالها وعن سعادتها بحصول هذا اللقاء في سانتياغو بعد ان مرت عدة سنوات كانت فيها الجالية اللبنانية هناك شبه منسية وبعيدة عن اهتمام لبنان بها.
في العودة الى اعمال الاجتماع، فلقد انعقد المجلس العالمي برئاسة روجيه هاني وتباحث على مدى الايام الثلاث بأمور اغترابية عدة واتخذ بشأنها القرارات اللازمة.
شارك في الاجتماع اعضاء المجلس العالمي كلٌّ بصفته الرسمية وكممثل عن منطقته الجغرافية وهم نائب الرئيس خوان صليبا، الامين العام جورج ابي رعد (فرنسا)، امين الصندوق العالمي سولي اسمر (لوس انجلوس)، رئيس هيئة العلاقات الدولية انيس كرابيت، رئيسة هيئة الشؤون الاجتماعية هانريات قسيس (بوسطن)، رئيس هيئة الاقتصاد والاعمال خليل خوري (سان فرانسيسكو)، ورئيسة المجلس العالمي للشبيبة غوادالوبي بولانيوس، بالاضافة الى مسؤولي القارات او ممثلين عنهم: سعيد يزبك (المملكة المتحدة) عن اوروبا، ملينا لوكيس عن اميركا اللاتينية، ريما كاريو (نيو يورك) عن اميركا الشمالية، ميشال الدويهي عن استراليا وكلوديا الشاطر عن البرازيل، بالإضافة الى رؤساء المجالس الوطنية ومجالس الولايات والفروع التالية، مباشرة او بممثلين عنهم، على رأس وفود شاركت برفقتهم وهم، مارسيلو شاهين (الارجنتين)، خوسي سيغي (اوروغواي)، ادريانا ضاهر (بوليفيا)، دافيد جرماني (بيرو)، اميلي الهاشم رعد (ريو دي جانيرو)، القاضي جورج خوري(كندا)، وائل ابو الحسن (المكسيك)، فادي فرحات (نيو يورك)، وطبعا تشيلي برئاسة دانييلا مارتينيز سيور.
تميز الاجتماع بمشاركة اعضاء مجلس الامناء بشارة بشارة، اليخاندرو خوري، نبيه الشرتوني بالاضافة الى كرابيت، الدويهي وفرحات.
حفل الافتتاح
شارك في حفل الافتتاح وفود من اللبنانيين المنتشرين في مختلف أنحاء العالم، وبحضور شخصيات لبنانية فاعلة في الجالية التشيلية كسفيرة لبنان في تشيلي جومان خداج ورئيس النادي اللبناني في سانتياغو جيم مورا علي.
بدأ الاحتفال بكلمات ترحيبية لكل من دانييلا مارتينيز، رئيسة فرع سانتياغو، تلاها كلمة لجيم مورا علي رئيس النادي اللبناني، كما ألقى الرئيس العالمي للجامعة، روجيه هاني، كلمة افتتاحية شدّد فيها على أهمية هذه اللحظة التاريخية التي يجتمع فيها اللبنانيون المنتشرون للتأكيد على التزامهم العميق بقضية لبنان وهويته.
هاني
وقال هاني في كلمته:
“نحن لسنا جالية تكتفي بالحنين، بل نحن قوة حيّة، ضمير جماعي، وشبكة عالمية قادرة على دعم لبنان وحماية مستقبله.”
وأكد على أن الجامعة ليست مؤسسة شكلية بل حركة ملتزمة ثقافياً ووطنياً وإنسانياً، تعمل على تعزيز الرابط بين الشباب اللبناني المنتشر ووطنه الأم من خلال مبادرات رائدة مثل برنامج الـ”LEBOLUTION “، إضافة إلى الحضور الفاعل في الساحات الدولية دفاعاً عن سيادة لبنان وحرية قراره.
كما وجّه هاني تحية خاصة إلى الجالية اللبنانية في تشيلي، مشيداً باندماجها النموذجي في المجتمع المحلي، وبالمبادرات الثقافية والاقتصادية التي تعكس صورة مشرقة للبنان في أميركا اللاتينية.
“اليوم، يدخل لبنان مرحلة تاريخية من الانتقال السياسي. نرحب بالانتخاب الأخير للجنرال جوزاف عون رئيسًا للجمهورية وبالتشكيلة الحكومية الجديدة برئاسة القاضي والسفير نواف سلام. نعلق آمالنا على قيادتهما الحكيمة لتحقيق الاستقرار وتعزيز مستقبل مشرق للبنان..”
وختم قائلاً: “لبنان بحاجة إلينا، ليس غداً بل اليوم. فليحيا لبنان، حراً، مستقلاً، وموحداً.”
السفيرة خداج
ثم تكلمت السفيرة خداج عن تجربتها المتكررة في تشيلي وعن العلاقة التي تربطها مع الجالية بشكل عام ومع فرع الجامعة بشكل خاص، وأثارت المعاناة التي تعانيها الجالية والسفارة من اهمال السلطة في لبنان لهما وأملت ان تتغير الأمور في عهد الرئيس جوزاف عون شاكرة الجامعة اذ باجتماع مجلسها العالمي في سانتياغو اعادت تشيلي الى الخارطة العالمية على المستوى اللبناني طبعا.
بعدها قدم رئيس الجامعة درعا تكريميا لسعادة السفير خداج ولرئيسة المجلس الوطني في تشيلي دانييلا مارتينيز.
تخلل الحفل عرض فيلم عن لبنان من اعداد فرع تشيلي تلاه حفلة موسيقية من التراث اللبناني.
المقررات
خلال جلسات المجلس العالمي، تلا المسؤولون العالميون تقاريرهم السنوية، كما استمع المشاركون الى تقارير بعثات البلدان المشاركة، ثم تم مناقشتها وفي نهاية اللقاءات، أصدر المجلس المقررات التالية:
– مع ارتفاع أسعار بطاقات السفر الى لبنان، وانقاذا لبرنامج ال Lebolution الذي يقضي بزيارة 120 شاب وشابة متحدرين من أصل لبناني لزيارة ربوع الوطن الام، قرر المجلس التواصل مع الجهات المختصة في لبنان لتامين بطاقات السفر للشبيبة بأسعار مخفضة.
– تسلمت الجامعة من وزارة الاعلام لائحة بحاجيات تلفزيون لبنان وستوصل الرسالة الى اللبنانيين في بلاد الانتشار لحثهم على دعم هذه المؤسسة العريقة.
– متابعة حملة الجامعة لدى وزارات الخارجية في دول الانتشار بشأن حل أزمة النازحين السوريين عبر إعادتهم إلى المناطق الآمنة في بلادهم، باعتبار ذلك جزءاً أساسياً من الحلول الأمنية، الاقتصادية والاجتماعية في لبنان.
– تفعيل الحملات لدى الجاليات اللبنانية لتقديم طلبات استرداد الجنسية بأسرع وقت ممكن مع العلم ان الجامعة تعمل على اسقاط المهلة القانونية التي تنتهي هذه السنة.
– التعميم على جميع الجاليات بوجوب الاستفادة من زيارة أبنائها الى لبنان في الأشهر المقبلة لاستحصال على بطاقة هوية او جواز سفر لمن لا يملك أي منهما للتمكن من الاقتراع من الخارج خلال الانتخابات النيابية اللبنانية لسنة 2026.
– قرر المجلس العالمي تفعيل الصندوق الاغترابي اذ كانت الجامعة قد أطلقت هذا المشروع سابقا ولكن وبسبب الحرب الاخيرة والاليمة حولت الجامعة جهودها لجمع التبرعات لمساعدة اهلنا المتضررين في الجنوب، لتعود اليوم للمضي فيه كوسيلة لمشاركة الاغتراب في تمويل مشاريع ذات طابع تنمية مستدامة في لبنان، مع الشكر لكل من ساهم في الحملة الإنسانية التي قامت بها الجامعة.
هذا بالإضافة الى مقررات عدة داخلية وإدارية.
اجتماع مجلس أمناء الجامعة
كما اجتمع مجلس أمناء الجامعة برئاسة الشيخ ميشال الدويهي بحضور الرئيس العالمي والأمين العام اللذين عرضا على المجلس ما آلت اليه جميع المشاريع التي تمت خلال عهدهما او التي ما زالت قيد التنفيذ، وأطلعوهم على خارطة الطريق للفترة المتبقية.
