عقد المجلس العالمي للجامعة اللبنانية الثقافية في العالم اجتماعه يوم الخميس الواقع في 24 تموز 2025 في جامعة سيدة اللويزة – لبنان، برئاسة الرئيس العالمي روجيه هاني، وحضور الأمين العام للجامعة جورج أبي رعد، ورئيس مجلس الأمناء الشيخ ميشال الدويهي، والرئيس العالمي السابق إيلي حاكمة، ونائب الأمين العام كريستيان نصر، إلى جانب ممثلي القارات والولايات وفروع الجامعة من مختلف أنحاء العالم. كما حضر جلسة الافتتاح كل من البروفسور أنطونيوس أبو كسم والأب لويس الفرخ.
خلال الاجتماع، ناقش المجتمعون أبرز القضايا التي تهم الانتشار اللبناني في ظل الظروف الوطنية الراهنة، وتوقفوا عند حقوق المغتربين ودورهم الوطني والإنمائي.
وبعد التداول، صدر عن المجلس العالمي التوصيات التالية:
1. التمسك بحق المغتربين باستعادة الجنسية اللبنانية باعتبارها حقاً طبيعياً لا يجوز تقييده بمهل زمنية، والمطالبة بإلغاء المهلة المعطاة لاستعادة الجنسية كي يتمكن أي لبناني في الانتشار من الحصول عليها في أي وقت، صوناً لهويته الوطنية.
2. رفض القانون الانتخابي المجحف بحق المغتربين، والمطالبة بتعديل المواد التي تحصر تمثيلهم بستة نواب فقط (المادة 112 ومندرجاتها)، والتأكيد على حق المغتربين في انتخاب كامل أعضاء مجلس النواب الـ128 نائباً وفق قيدهم الأصلي في لبنان.
3. المطالبة بإدخال تحسينات على المواد المتعلقة بإقتراع المغتربين ولا سيما :
– تخفيض عدد المقترعين المطلوبين في كل قلم اقتراع في الخارج لتسهيل العملية الانتخابية، ومنح فترة لا تقل عن ستة أشهر للتسجيل المسبق على اللوائح الانتخابية، ضماناً لمشاركة أوسع للانتشار.
– ذكر أسماء المرشحين على اللوائح المرسلة الى أقلام الانتشار بالأجنبية الى جانب الاسم بالعربي تسهيلا لقراءتها عند الاقتراع من قبل الأجيال التي لم يتثنى لها تعلم قراءة اللغة العربية.
4. التأكيد على ضرورة إعادة الأموال المحجوزة في المصارف اللبنانية إلى أصحابها، من مقيمين ومغتربين على حد سواء، التزاماً بالعدالة واحتراماً للحقوق المشروعة للمودعين الذين يشكلون ركناً أساسياً في دعم الاقتصاد الوطني.
5. التعبير عن دعم الرئيس المنتخب والحكومة اللبنانية جمعاء في جهودهم لإعادة بناء مؤسسات الدولة، وتحقيق الإصلاحات المطلوبة، وصون سيادة لبنان واستقراره، بما ينعكس إيجاباً على اللبنانيين في الداخل والخارج.
6. التأكيد على ضرورة تنفيذ قرارات مجلس الأمن الدولي ذات الصلة، ونزع السلاح غير الشرعي من يد كل المنظمات والفصائل المسلحة الفلسطينية وغير الفلسطينية، وحصر السلاح بيد الجيش اللبناني والقوى الأمنية الشرعية حصراً.
7. المطالبة بـ استكمال ترسيم وحماية الحدود اللبنانية من الشمال إلى الجنوب، والعمل على تحرير وإخلاء المناطق اللبنانية المحتلة في الجنوب من قبل العدو الإسرائيلي، حتى لا تكون هناك أي ذريعة لأي طرف داخلي للاحتفاظ بسلاحه خارج إطار الدولة، وبما يعزز سيادة لبنان الكاملة على أرضه وحدوده.
8. رفع الصوت عالياً إزاء هموم اللبنانيين في الخارج والداخل على حد سواء، خاصة في ظل الأزمة الاقتصادية والاجتماعية التي يعيشها الوطن، والتشديد على أن الاغتراب يشكل رافعة أساسية لدعم لبنان وإعادة نهوضه.
هذا وجددت الجامعة ندائها الى المغتربين بالاستفادة من رحلاتكم المقبلة إلى لبنان للحصول على بطاقة الهوية أو جواز سفر صالح، في حال لا يملكون أي منهما، كي يتمكنوا من الاقتراع من الخارج في الانتخابات النيابية اللبنانية لعام 2026.
وختم المجتمعون بالتأكيد على استعداد الجامعة اللبنانية الثقافية في العالم للتعاون الكامل مع فخامة الرئيس المنتخب والحكومة اللبنانية، وكل المؤسسات المعنية، لتطبيق هذه التوصيات وحماية حقوق اللبنانيين المقيمين والمغتربين على حد سواء، معتبرين أن قوة الانتشار اللبناني هي ضمانة أساسية لوحدة لبنان ومستقبله

The World Council of the World Lebanese Cultural Union held its meeting on Thursday, July 24, 2025, at Notre Dame University – Lebanon, presided over by World President Roger Hani, with the presence of the Secretary General Georges Abi Rached, Chairman of the Board of Trustees Sheikh Michel Doueihi, former World President Elie Hakmeh, Deputy Secretary General Christian Nassar, as well as representatives of the continents, states, and branches of the Union from around the world. The opening session was also attended by Professor Antonios Abou Kassem and Father Louis El Ferkh.
During the meeting, the attendees discussed the most pressing issues concerning the Lebanese diaspora, especially in light of the current national circumstances, with particular focus on the rights of expatriates and their national and developmental roles.
Following deliberations, the World Council issued the following recommendations:
- Affirming the right of expatriates to reclaim Lebanese citizenship as a natural right that must not be restricted by time limits, and calling for the cancellation of the current deadline for citizenship reclamation, to allow any Lebanese abroad to obtain it at any time, thereby safeguarding their national identity.
- Rejecting the current electoral law, which is unfair to expatriates, and calling for amending the articles that limit their representation to only six Members of Parliament (Article 112 and its subsections), affirming the right of expatriates to vote for the full 128 Members of Parliament based on their original civil registry in Lebanon.
- Calling for improvements to the provisions regarding expatriate voting, specifically:
- Reducing the minimum number of voters required at each polling station abroad to facilitate the electoral process.
- Allowing a pre-registration period of no less than six months to ensure broader participation from the diaspora.
- Including the names of candidates in both Arabic and foreign languages on the ballot papers sent to polling stations abroad, to facilitate reading by younger generations who may not read Arabic.
- Reaffirming the need to return frozen deposits in Lebanese banks to their rightful owners, whether residents or expatriates, as a matter of justice and respect for the legitimate rights of depositors, who are a vital pillar in supporting the national economy.
- Expressing support for the newly elected President and the entire Lebanese government in their efforts to rebuild state institutions, implement the necessary reforms, and safeguard Lebanon’s sovereignty and stability, all of which would positively impact Lebanese people both at home and abroad.
- Stressing the need to implement relevant United Nations Security Council resolutions, dismantle illegal weapons held by all Palestinian and non-Palestinian armed groups, and confine arms possession solely to the Lebanese Army and legitimate security forces.
- Calling for the completion and protection of Lebanon’s borders from north to south, and for the liberation and evacuation of all Lebanese territories in the south occupied by the Israeli enemy. This aims to eliminate any internal justification for retaining weapons outside the state’s authority and to reinforce Lebanon’s full sovereignty over its land and borders.
- Raising a loud voice in response to the concerns of Lebanese people at home and abroad, especially amid the ongoing economic and social crisis, emphasizing that the diaspora remains a crucial pillar in supporting and reviving Lebanon.
The WLCU also renewed its call to expatriates to take advantage of any upcoming travel to Lebanon to obtain a valid identity card or passport, if they do not already have one, to enable them to vote abroad in the 2026 Lebanese parliamentary elections.
The meeting concluded with a reaffirmation of the WLCU’s full readiness to cooperate with the newly elected President, the Lebanese government, and all relevant institutions to implement these recommendations and protect the rights of Lebanese residents and expatriates alike. The participants emphasized that the strength of the Lebanese diaspora is a fundamental guarantee of Lebanon’s unity and future.
