World Lebanese Cultural Union
As a non-governmental organization with consultative status at the United Nations Economic and Social Council (ECOSOC), the WLCU strongly condemns the repeated attacks against the United Nations Interim Force in Lebanon (UNIFIL) in South Lebanon, which have targeted both personnel and equipment in several areas in recent weeks.
These attacks constitute a blatant violation of relevant international resolutions, particularly United Nations Security Council Resolution 1701. They endanger the security and stability of the region and undermine the international community’s ability to support Lebanese sovereignty and protect its borders.
WLCU reaffirms its full solidarity with UN peacekeeping forces and:
- Urges the Lebanese government to take all necessary measures to protect UNIFIL personnel and ensure their freedom of movement in accordance with bilateral agreements and international law.
- Calls on the countries contributing to peacekeeping operations to support these forces through the necessary political, diplomatic, and military means to guarantee their protection.
- Calls on the Security Council to adopt a clear and firm stance and to grant peacekeeping forces an explicit mandate to act in self-defense, ensuring the implementation of Resolution 1701 and the preservation of peace and stability in South Lebanon.
WLCU, representing the Lebanese diaspora in over forty countries, believes that Lebanon’s stability can only be achieved through the full implementation of all international resolutions—especially the exclusive possession of arms by the Lebanese Armed Forces and legitimate security institutions, and by upholding the role of the United Nations in maintaining peace.
بيان الجامعة اللبنانية الثقافية في العالم استنكارا للاعتداءات المتكررة على قوات حفظ السلام في جنوب لبنان
بصفتها منظمة غير حكومية ذات صفة استشارية لدى المجلس الاقتصادي والاجتماعي التابع للأمم المتحدة (ECOSOC)، تعرب الجامعة اللبنانية الثقافية في العالم عن استنكارها الشديد للاعتداءات المتكررة التي تتعرض لها قوات حفظ السلام التابعة للأمم المتحدة (اليونيفيل) في جنوب لبنان، والتي طالت عناصرها ومعدّاتها في أكثر من منطقة خلال الأسابيع الأخيرة.
إن هذه الاعتداءات تُشكّل انتهاكاً صارخاً للقرارات الدولية ذات الصلة، ولا سيّما القرار 1701 الصادر عن مجلس الأمن، كما تُعرّض أمن واستقرار المنطقة للخطر، وتُضعف من قدرة المجتمع الدولي على دعم سيادة الدولة اللبنانية وحماية حدودها.
وإذ تؤكد الجامعة اللبنانية الثقافية في العالم تضامنها الكامل مع قوات حفظ السلام الدولية، فإنها:
1. تدعو الدولة اللبنانية إلى اتخاذ جميع الإجراءات اللازمة لحماية عناصر اليونيفيل وتأمين حرية تحركهم وفقاً لما نصّت عليه الاتفاقات الثنائية والقانون الدولي.
2. تطلب من دول المشاركة في عمليات حفظ السلام دعم هذه القوات عبر الوسائل السياسية والديبلوماسية والعسكرية اللازمة لحمايتها.
3. تدعو مجلس الأمن إلى اتخاذ موقف واضح وحازم وإعطاء القوة الدولية تفويضاً صريحاً للدفاع عن النفس، بما يضمن تنفيذ القرار 1701 وحماية الأمن والاستقرار في جنوب لبنان.
إن الجامعة اللبنانية الثقافية في العالم، وهي تمثل طاقات الانتشار اللبناني في أكثر من أربعين بلداً، تؤمن بأن استقرار لبنان لا يمكن أن يتحقق إلا من خلال تطبيق القرارات الدولية كافة، وبالأخص حصر السلاح بيد الجيش اللبناني والقوى الأمنية الشرعية، واحترام دور الأمم المتحدة في حفظ السلام.
